Rick Rose

Executive Director

Gov. Kevin Stitt appointed Rick Rose as the executive director of the Office of Management and Enterprise Services in August 2024. Rose brings a wealth of experience to this role, having worked closely with OMES in his previous positions as chief of staff and special counsel to the Oklahoma speaker of the house. 

With over 20 years of legal experience, Rose most recently served as a managing partner at Mahaffey & Gore in Oklahoma City, where he handled a wide range of energy- and business-related litigation at both the trial and appellate levels. His commitment to the legal profession has been recognized through his service on the Board of Governors,  as the Oklahoma Bar Association's Outstanding Young Lawyer in 2010 and the Oklahoma County Bar Association's Outstanding Young Lawyer in 2007.

Rose earned a Bachelor of Science degree from Southern Nazarene University in 2000, receiving the Distinguished Achievement Award. He graduated magna cum laude with a Juris Doctor degree from Oklahoma City University in 2003, where he was also named to the Faculty Honor Roll. In addition to his legal practice, Rose has shared his expertise as an adjunct professor of American government at Oklahoma State University's Oklahoma City campus.

Jerry Moore

Deputy Director and Chief Transformation Officer

In early 2023, Jerry Moore was appointed deputy director of OMES. Prior to this, he served as Oklahoma's chief information officer for OMES. Moore brings over 20 years of experience managing IT service delivery in oil and gas, education and telecommunications sectors.

An expert in the design, delivery and management of high-performance, cost-effective, rapid-growth technology solutions with budget responsibilities in excess of $178 million annually, Moore is skilled in all aspects of service design with a proven track record of award-winning results. He is a recognized leader and innovator by CIO magazine (CIO 100 Award, CIO Ones to Watch Award) with a demonstrated ability to restructure and realign IT to best fit an organization's strategic objectives.

As state CIO, Moore led OMES Information Services, the division that manages the statewide network, the state's main data center and recovery site encompassing 3,500+ servers, and 1,000+ applications delivering citizen services. Moore and his team have played a vital role in implementing a state-of-the-art treasury platform, citizen-facing web presence, modern financial and human capital management systems and agency citizen services for the State of Oklahoma.

In his downtime, Jerry enjoys hunting, fishing, backpacking, golfing and exploring the outdoors with his wife and three daughters. 

Ryan Bair

Deputy Director of Legislative and Legal Services

Ryan Bair joined OMES in September 2024 as deputy director of Legislative and Legal Services. He previously served as the deputy chief counsel at the Oklahoma House of Representatives and was instrumental in drafting the bill that established OMES. Over the years, he has authored numerous legislative bills to improve the agency and has a deep understanding of the policies and administrative rules that drive our operations. His extensive background will help propel OMES forward and open new opportunities for growth.

Bair will focus on agency improvements, legislative efforts and effective communication with the communities we serve. 

John Laws

State Chief Financial Officer

In October 2022, Gov. Kevin Stitt appointed John Laws to serve as the secretary of budget and statewide chief financial officer.

Laws has over 20 years of executive experience in the leadership and management of corporate finance, business development, mergers and acquisitions and strategic planning activities. Most recently, Laws served as executive vice president, chief financial officer and treasurer of Enable Midstream, LP. In this role, Laws served as a member of Enable Midstream’s executive leadership team and provided leadership to the areas of corporate finance, corporate risk, treasury, accounting and tax and investor relations.

Laws held other leadership positions at Enable Midstream and its predecessor entities where he led the teams focused on capital markets, economic evaluation of new projects, system optimization, capacity planning and commodity management. Laws was employed with OGE Energy Corporation where he served as director of Corporate Development.

Laws earned a BBA in Finance from the University of Oklahoma and an MBA from the McCombs School of Business at The University of Texas at Austin.

He enjoys supporting the Oklahoma City Thunder, the Sooners and spending time with his family.

Joe McIntosh

Chief Information Officer

Joe McIntosh joined OMES in April 2020 as the senior director of Application and Data Services. In July 2023 he was appointed Oklahoma's chief information officer. As CIO for the state he is responsible for the state's consolidated IT systems which serve 188 agencies, boards and commissions; 32,000+ employee customers; and citizen-facing services for all of Oklahoma.

He brings more than 20 years of experience delivering business value and solving complex challenges through the innovative use of technology to OMES. McIntosh is passionate about using data and creative marketing to drive innovation and change while creating a get-stuff-done (GSD) culture and empowering teams to succeed. 

Felicia Clark

State Comptroller

Felicia Clark was named State Comptroller on July 17, 2023. She previously served as OMES chief financial officer, and has held various financial roles within OMES. Before joining OMES, she worked at a small tax firm in Fargo, Okla.

Clark earned her MBA from Cameron University and has been a CPA since 2017. In her free time, she enjoys running, hunting and spending time with her family.
