This process helps new vendors join statewide contracts, driving value for Oklahoma.

Annual Cost Savings Report due Sept. 1

Each agency's FY 2024 Cost Savings Report is due by Sept. 1. The director or primary CPO of each agency should submit the report. For more information, review the related CPO Announcement.

Please submit reports to strategic.sourcing@omes.ok.gov.

Information on ratifications

In response to recent questions regarding ratifications, an encumbrance must be completed within 30 days after the purchase date; however, if 30 days is exceeded, a ratification is necessary.

For these purposes, the Statewide Accounting Manual states that an "encumbrance" can be accomplished by completing a requisition in the system, which establishes a pre-encumbrance, or by completing a purchase order in the system. In other words, the 30-day clock stops at the time there is a fully approved requisition or a fully approved PO.

Central Purchasing Registration shifting to ServiceNow

In line with our goal to improve the quality and efficiency of our division, OMES Central Purchasing Registration will soon be migrating to the service request platform in the state's work management system, ServiceNow.

This change means we will no longer be using shared email addresses. Instead, we will be using ServiceNow to ensure we track and address each request submitted to our office. This will provide a more customized experience and reduce the need for multiple interactions to resolve requests. Additionally, this platform includes metrics to help us improve our service quality.

The following email addresses will remain active until the launch date:

After the launch date, the email addresses will no longer be monitored by our staff. Instead, users will receive an autoreply email directing them to ServiceNow to request services or ask questions. The OMES Central Purchasing website, supplier and payee guides and other relevant information resources will be updated to reflect this change.
