Reporting concerns about scientifice research conducted by Oklahoma State Department of Health employees and associated researchers

The Oklahoma State Department of Health (OSDH) is dedicated to responsible conduct of research and protection of Public Health Service funding. OSDH Administrative Procedure 1-40A, Research Integrity, provides detailed information on procedures to follow in the event of possible research misconduct by OSDH employees and researchers affiliated by contract or agreement.

Definitions

Research misconduct means fabrication, falsification, or plagiarism in proposing, performing, or reviewing research, or in reporting research results. Research misconduct does not include honest error or differences of opinion.

  • Fabrication is making up data or results and recording or reporting them.
  • Falsification is manipulating research materials, equipment, or processes, or changing or omitting data or results such that the research is not accurately represented in the research record.
  • Plagiarism is appropriating another person’s ideas, processes, results, and/or words without giving appropriate credit.

Reporting Research Misconduct

All employees or individuals associated with OSDH should report observed, suspected, or apparent misconduct in science to the Research Integrity Officer. At any time, an employee may have confidential discussions and consultations about concerns of possible misconduct with the Research Integrity Officer and be counseled about appropriate procedures for reporting allegations. The Research Integrity Officer shall limit disclosure of the identity of respondents and complainants to those who need to know in order to carry out a thorough, competent, objective, and fair research misconduct proceeding.

Derek Pate serves as the Interim Research Integrity Officer for the OSDH. He is responsible for conducting preliminary assessments of allegations of research misconduct and for overseeing inquiries and investigations. Final determinations on allegations of research misconduct and any administrative actions are made by the Deciding Official, the Commissioner of Health.
