Guardian 2.0
The Ethics Commission’s next-generation, modernized, custom-built filing and disclosure system is now live in Beta, allowing filers to access the system and enter contributions and expenditures as they prepare their required campaign finance reports.
Guardian 2.0 (replacing the Guardian Filing & Disclosure System) will continue to serve as the online platform for all required disclosures by lobbyists and liaisons, candidate committees, political party committees, PACs, special function committees, and certain state officers and employees.
Guardian 2.0 Beta is live at guardian.ok.gov
- During this initial phased release, official report submission is temporarily disabled to ensure the accuracy of campaign finance data before it becomes public. The Commission’s decision to enable data entry first follows additional technical work required during development to ensure accurate data conversion and reporting functionality.
- This phased approach reflects the Commission’s responsibility to verify that vendor-delivered components perform properly before public reporting begins. Additional features will be brought online, in stages, as they become available following a rigorous testing process.
📩 Issues are expected and your feedback is welcomed during this Beta phase, and filers are encouraged to report any problems or suggestions to help refine the system before full launch.

🔢Priority for Required Q3 Filings
Entities with Third Quarter reports due (i.e., state candidates/officeholders/PACs/parties/etc.) will receive priority access and support as filing submission functionality is brought online. Filers without current deadlines are respectfully asked to defer filing attempts until those mandatory reports are finalized.
🚫No Penalties During Phased Access
To ensure a fair transition:
- No filer will be penalized due to system staged access
- The Report due dates will be extended and late fees tied to system limitations will be waived
- Commission staff will provide individualized assistance as needed

For Campaign Committees, if your campaign raises or spends more than $1,000 — including your own funds — or if you are elected to office, you must register and file with the Ethics Commission.
Reports are due quarterly in non-election years and more frequently during election years. You must also file a Statement of Organization within 10 days of crossing the $1,000 threshold and 24-hour reports if you receive large contributions in the two weeks before an election.

EDI/Batch upload capabilities are something that we are working with the Developer on as Phased improvement to the system. There is not an ETA at this time but we will bring it online as soon as it is ready for filers. We do not anticipate a change in format for EDI/Batch uploads from the Legacy system. Our hope is that it will be ready with sufficient time for filers to utilize prior to 3Q reports are due once a final extension date deadline is announced.
If you entered data for a Filer between July-September 2025 in the Legacy Guardian, our Vendor is still working through some conversion issues due to the system differences. The Personal Financial Disclosures (PFDs) are not enabled in Guardian 2.0 at this time but we anticipate that the function will be integrated in advance of the Filing Period starting January 2026 covering the prior calendar year. See the Financial Disclosures page for more information on PFDs.
As of November 1, 2025 Political Subdivision Candidate Committees (i.e., those Committees at the County, Municipal, School/Technology Center Board Level) are required to Register and begin filing Reports with the Oklahoma Ethics Commission. Unfortunately, Guardian 2.0 is not quite ready for Political Subdivision filers. We hope to be able to integrate all of those FIlers soon!! In the meantime,
