Do you need to Renew a Registration or FIle an Entirely New Registration?

All current Calendar Year 2024 lobbyist or liaison registrations automatically expire December 31, 2024. This expiration will not prevent currently registered lobbyists and liaisons from filing their final report for registration year 2024 which is due between January 1 and January 15, 2025.

 

New Lobbyists or Liaisons:  If you have not been registered to lobby in Oklahoma since Calendar year 2015, or if you have never registered in Oklahoma, you must register with the Commission between December 1, 2024 and January 15, 2025 if you are going to engage in lobbying activities in 2025.

Party Committees

State Political Party Committees shall file a Statement of Organization in July of any odd-numbered year and make quarterly contribution and expenditure reports. Additional reports may be required in election years when independent expenditures and electioneering communications are made between quarterly reporting periods prior to an election. All reports will be filed electronically in The Guardian System.

Local Political Party Committees congressional district, county, precinct and any other recognized party committee, shall register and file one or more reports in a calendar year when the committee (1) makes a contribution to a state candidate, (2) makes an electioneering communication, or (3) makes an independent expenditure. All reports will be filed electronically in The Guardian System.

Only the (3) State Party Committees are currently required to register and file regular reports in Oklahoma: Oklahoma Republican Party, Democratic Party of Oklahoma and the Libertarian Party of Oklahoma. Local Political Party Committees

Congressional District, County, Precinct and Other Party Committees Officially Recognized by the State Party

Local Party Committees are required to file a Report of Contributions and Expenditures only when the committee does one of the following “triggering events”: (1) Makes an independent expenditure, (2) Makes an electioneering communication or (3) Makes a contribution in any amount to a candidate for any state office.

Important Resources

The Oklahoma Ethics Commission offers continuing education programs for political party committees (local and state) on a yearly basis. Such programs are offered annually in July. The programs provide an overview of the Ethics Commission rules as they apply to political parties, as well as examples of common scenarios.

Regularly scheduled education classes are currently suspended.  However, classes may still be offered, and may be requested by email to ethics@ethics.ok.gov.  OEC staff will provide classes upon request only as resources allow.  Classes may be via videoconferencing or other electronic means rather than in person.  To sign up for notifications for when classes are offered please click here.
