BLACKOUT PERIOD: Please note the commission will not accept complaints that allege a candidate or a candidate committee violated the ethics rules during an election cycle. This "Blackout" period begins the first day that the state election board accepts declarations of candidacy, and it ends on the last day of the general election.

Non-Committees

Entities that are not registered or required to register as a Committee with the Ethics Commission, but that make communications referencing or advocating, for or against, a candidate or state question. These types of communications are called: 1) Independent Expenditures, 2) Electioneering Communications, or 3) State Question Communications.

The following calendars are provided for reference for Non-Committees (Political Action Committees or Political Party Committees use the appropriate buttons), that are not registered or required to be registered with the Oklahoma Ethics Commission, that spends $5,000 or more in the aggregate on Independent Expenditures or Electioneering Communications.

Committees that are registered or are required to be registered in Oklahoma will not use this calendar. Go to the calendar for the appropriate committee type.

2024 Election Non-Registered Committee Calendar

Political action committees registered in another state will report their Oklahoma activity using this reporting process. Committees registered and reporting with the FEC do not file with the Oklahoma Ethics Commission.

NOTE that a political action committee registered in another state that will make contributions to Oklahoma candidates, independent expenditures or electioneering communications is required to file written proof of its registration with the Oklahoma Ethics Commission before making contributions to a candidate (or candidates) for state office.

Reporting Requirements:

Non Oklahoma PACs are required to file reports during the filing period that covers the dates of Oklahoma activity. Generally, the reporting periods are quarterly through a calendar year with the exception of independent expenditure or electioneering communication activity which will require a report to be filed using the pre-election reporting schedule.

For IE/EC expenditures made more than 15 days prior to an election, a report is due no earlier than fourteen (14) days prior to the election and no later than eight (8) days before an election.

For IE/EC expenditures made within the last 14 days of an election, a report is due no later than the business day following the day the expenditure is made.  Go to the View Reports OR File Reports button and open the Special Reports section.
