BLACKOUT PERIOD: Please note the commission will not accept complaints that allege a candidate or a candidate committee violated the ethics rules during an election cycle. This "Blackout" period begins the first day that the state election board accepts declarations of candidacy, and it ends on the last day of the general election.

Political Action Committees

Political Action Committees must file a Statement of Organization during the month of January with the Ethics Commission within 10 days of raising or expending in excess of $1,000.00.  The committees will file periodic reports, detailing contributions accepted, and expenditures made, electronically in The Guardian system.

Limited Committees

The following calendars are provided for reference for Limited and Unlimited Political Action Committees.  The required schedules are also loaded in The Guardian System for these entities.

Political Action Committees file quarterly Reports of Contribution & Expenditures until the committee (1) files a final report of Contributions & Expenditures by Dec. 31, and (2) dissolves in accordance with the Ethics Rules. Failure to do so, Committees will be required to renew their registration and pay the registration fee in January of the registration year.

Unlimited State Question Committees

The following calendars are provided for reference for Unlimited State Question (SQ) Committees (Political Action Committees or Political Party Committees use the appropriate calendars) 

Unlimited State Question (SQ) Committees file quarterly Reports of Contribution & Expenditures until the committee is dissolved in accordance with the Ethics Rules. Additional reports are required if the committee makes $5,000 or more in aggregate of State Question Communications prior to an election.

The Oklahoma Ethics Commission offers continuing education programs for political action committees on a quarterly basis. Review the applicable guides under the “Resources” tab. Contact the Ethics Commission staff at (405) 521-3451 or ethics@ethics.ok.gov with any questions.

Regularly scheduled education classes are currently suspended.  However, classes may still be offered, and may be requested by email to ethics@ethics.ok.gov. OEC staff will provide classes upon request only as resources allow.  Classes may be via videoconferencing or other electronic means rather than in person.  To sign up for notifications for when classes are offered please click here.
