Lee Anne Bruce Boone

Lee Anne Bruce Boone

Lee Anne Bruce Boone serves as the Executive Director for the Oklahoma Ethics Commission, starting in January 2024.  Lee Anne is an experienced attorney with both organizational management skills and investigative expertise.  She began her career in state government over 20 years ago, working to ensure the most vulnerable received valuable state services.  In her most recent position as Chief Accountability Officer with the Oklahoma State Department of Health, she coordinated audits and investigations, as well as performed risk management review.  Other former roles include Chief of Staff at the Oklahoma Department of Human Services where she steered strategic planning and the development of key performance indicators, as well as collaborated at a high level with federal, state, and local partners.  She has participated in executive leadership learning programs in both Oklahoma and Tennessee, leading to the development of an executive leadership learning platform during her time in Oklahoma.  Lee Anne also has extensive experience in fiscal management and oversight of legislative affairs while working in Oklahoma and as Deputy General Counsel in Tennessee.

Lee Anne received her juris doctor from the University of Tennessee and received the first executive scholarship to obtain her Masters in Civic Leadership from David Lipscomb University.  She is committed to the integrity of the mission of the Oklahoma Ethics Commission and focuses on building relationships with those she serves in the areas of campaign finance, the legislature, state officers, and employees.  She values a results-oriented environment and utilizes educational opportunities to build awareness and develop rapport with those communities.  Lee Anne is passionate about ensuring accountability to ethical guidelines, but with fairness and a focus on proactive continuous improvement.  She takes a measured approach, working to establish a customer-service oriented workforce to educate those regulated by the Ethics Commission.  She sees this as a critical role to all Oklahomans to ensure ethical conduct in campaigns and the actions of state officials and employees.

Jeremy Rogers

DEPUTY DIRECTOR

Jeremy Rogers

Jeremy Rogers is the Deputy Director for the Oklahoma Ethics Commission, a role he has held since August 2024. Prior to this position, Jeremy accumulated over 12 years of experience at the University of Central Oklahoma, where he most recently served as the Senior Associate Athletic Director.  In this capacity, he was instrumental in overseeing compliance and legal affairs, including the management and enforcement of various guidelines and regulations across NCAA, State, and Federal levels.  Jeremy's responsibilities extended to ensuring adherence to ethical standards and regulatory requirements, as well as handling internal operational and administrative issues within UCO Athletics.

A native of Medford, Oklahoma, Jeremy is an attorney, receiving his Juris Doctorate from the University of Oklahoma College of Law after obtaining a bachelor’s degree in Sport Management from Southern Nazarene University where he played collegiate football.  Jeremy and his wife and children reside in Edmond, Oklahoma.

Margaret Kerr

GENERAL COUNSEL

Margaret Kerr

Margaret Kerr is the General Counsel at the Oklahoma Ethics Commission, serving since May 2024.  She was previously a partner at Frailey, Chaffin, Cordell, et al. in Chickasha, where she practiced for 15 years. Her practice has included contract law, real property law, civil litigation, oil and gas, and municipal law. After private practice, she worked as a full-time Professor at Rose State College in the legal studies department. Margaret has a bachelor’s degree in social work from the University of Central Florida and a Juris Doctorate from the University of Oklahoma.  Ms. Kerr is also a certified arbitrator with the Financial Industry Regulatory Authority (FINRA) and has taught Ethics in Continuing Legal Education for over 10 years. Margaret and her husband are the parents of six children, and they reside in Norman, Oklahoma.

Darci Ray

ADMINISTRATIVE PROGRAMS MANAGER

Darci Ray

Darci Ray is the Administrative Programs Manager at the Oklahoma Ethics Commission, serving since September 2015. She previously served as the Senior Compliance Officer for the Commission.  Prior to starting with the Commission, Darci worked for an Oklahoma based Campaign Finance Reporting company, as Reporting Specialist for over 7 years. Prior to this, she spent numerous years in the private sector in Human Resources and Insurance. She has a Bachelor of Science from the University of North Texas in Merchandising and Business.

Denise Klein

DIRECTOR OF COMPLIANCE

Denise Klein

Denise Klein is the Director of Compliance at the Oklahoma Ethics Commission, serving since September of 2022.  She has performed multiple roles in both the private sector and in government regulation, most recently as Associate Executive Director and Director of Compliance for a state board of nurse examiners.  She holds an Associates Degree in Nursing from Delgado Charity School of Nursing, a Bachelor of Arts Degree in History from the University of New Orleans, and a post-baccalaureate certificate in Paralegal Studies.

Tiffany Elcyzyn

LEGAL ASSISTANT

Tiffany Elcyzyn

Tiffany Elcyzyn is the Legal Assistant at the Oklahoma Ethics Commission.  Previously she served the Oklahoma Ethics Commission as a Compliance Officer for four years and an Executive Assistant for one year.  She also served as a Legislative Assistant for the Oklahoma House of Representatives for one session.  Prior to that she worked in the private sector as a media buyer and a marketing director.  Tiffany has a bachelor’s degree in Business, Marketing and Advertising from the University of Oklahoma.

Travis Rollins

Travis Rollins is a Compliance Officer at the Oklahoma Ethics Commission, serving since August 2024. He has eleven years of state service in serving the citizens of Oklahoma.  He has a Bachelor of Science Degree in Organizational Leadership from Langston University. He has three children.

James Mahan

COMPLIANCE OFFICER

James Mahan

James Mahan is a Compliance Officer at the Oklahoma Ethics Commission, serving since August 2024. He retired from the US Air Force in 2024 after serving twenty-four years on active duty.  He has a Bachelor of Science in Business Administration Degree and a Masters of Business Administration Degree from the University of Arkansas. He is married and has three children.
