Larry Buxton
CHAIR - Representing the Electrical Contractors
Following high school in Claremont, California, Larry served four years with the United States Navy during the Desert Storm era, where he gained a wealth of experience in mechanics, turbines, electrical power generation, controls, and firefighting. He began his career in the electrical industry soon after his Navy service ended. Buxton Electric, LLC was established in 2003 and has grown over the past 16 years employing around 20 electricians. He has remained active in his community and church, serving through various youth ministries, most notably “Skate Church”. He is currently very involved in the bicycling community where he is a member of the Soundpony Racing Team and Bike Club, an organization that mentors youth through bicycling themed programming.
Jamey Mullin
Vice Chair - Representing the Plumbing Contractors
Mullin’s father, uncles, brothers, and various cousins and in-laws are in the plumbing trade across Oklahoma and other states. Mullin worked as a plumber’s apprentice with Mullin Plumbing in Broken Arrow and Sooner Plumbing in Sand Springs. Upon obtaining his Plumbing Journeyman license, Mullin worked for Roto-Rooter in Tulsa, Mullin Plumbing in Broken Arrow, then Roto-Rooter in Oklahoma City. In 1993, he obtained his Plumbing Contractors License and has been an active, self-employed plumbing contractor for 32 years. He and his wife Tanet founded Mullin Plumbing of OKC. They sold the company in 2000 to specialize in leak detection and pipe restoration, with the formation of Hi-Tech Plumbing & Leak Detect in 2001. Traveling all over the state of Oklahoma with their specialty services, they are known as the innovators of leak detection, pipe restoration, and trenchless plumbing technology for the 20 years since. Mullin served eight years on the Board of Directors at Oklahoma Christian School in Edmond, including two years as Chairman of the Board. He also served on the Board of Directors for CompSource Mutual Insurance for ten years. At the Edmond Area Chamber of Commerce, Mullin served on the Board for six years and has spent the last three years as Vice President; he is slated to serve as Chairman of the Board in 2026. Additionally, Mullin served more than ten years as a Deacon at Henderson Hills Church of Edmond and two years at North Church in Oklahoma City.
Jason Deal
Representing the Electrical Journeymen
Jason Deal began his electrical career in 2005 installing taxiway and runway lights at Will Rogers World Airport for Libra Electric. After receiving his Unlimited Electrical Journeyman license in 2010 he was quickly put in charge of various industrial, commercial and airfield projects. This left him with a varied experience in many different aspects of electrical installations. In 2022 he received a job opportunity at Solar Power of Oklahoma. He currently works there as the Commercial Project Manager.
Todd Finley
Representing the Building Inspectors
Todd Finley began his municipal career in 1994 as a police officer for 5 years for the City of Alva, and then as a fire marshal for the City of Woodward since 1999. Todd has enjoyed working with contractors, developers, and planners during inspections and plan reviews for Woodward until his promotion to fire chief in 2018. As fire chief, he assisted the newly instated fire marshal and long-term code director until his retirement in 2022. Todd served as Mayor for the Town of Mooreland for 10 years, where he resides with his wife and family, and serves as a part time licensed local pastor for 2 rural Methodist Churches. Todd is currently the city manager for the City of Lexington and holds a license as a home inspector.
Guadalupe Ibarra
Representing the Plumbing Journeymen
In the early 1990's Guadalupe Ibarra began as a plumber's helper for H&H Plumbing. Four years later he received his plumbing license and continued working for H&H until 1999, when he transitioned to Mullin Plumbing where he has been for 21 years and hopes to continue until he retires. He has worked in vast areas of the industry including bidding jobs, quality control, teaching new apprentices, supervising jobs and running service when needed. He has been married to his best friend, Rocio for 28 years and has two children. His son has followed in his footsteps and is now a plumber.
Jonathan Jackson
Representing the Mechanical Contractors
Mr. Jackson started his mechanical career working at Charles Refrigeration as a summer job. After he graduated Noble High School in 2005, he joined the United States Marine Corps Reserve. After boot camp and MOS training, he was hired on at A-1 Electric Heat & Air. He was deployed to Iraq from 2007 to 2008. When he returned from his deployment he went back to work at A-1. He holds an Unlimited Mechanical Contractors license as well as an Unlimited Electrical Contractors license. He enjoys working in his metal shop and fishing on his boat.
Billy Moody
Representing the Mechanical Journeymen
Billy Moody began working summers in the mechanical trade in 1977 at Bill's Heat & Air. He first got his unlimited Mechanical Journeyman license in 1985, then his Plumbing Journeyman license in 1990. He's worked for Matherly Mechanical since 1989 and has been a Piping Superintendent for 20+ years. He and his wife are active members at Blanchard Church of Christ and enjoy spending their free time outdoors with their family.
