Current projects and supplier needs

The Commissioners of the Land Office (CLO) is seeking suppliers for the following projects:

  • Vendors to work with the Real Estate Management Division for drilling livestock water wells, removing dilapidated structures, constructing and maintaining cropland terraces and controlling invasive woody species like Eastern Red Cedar, Honey Mesquite and Tamarisk.
  • Appraisals, surveys, property demolition and make-ready services for lawn maintenance of Commercial Real Estate Division properties.
  • Forestry and tree clearing.

The Grand River Dam Authority (GRDA) is seeking suppliers for the following projects:

  • Substation modifications to Wagoner Substation/GREC/Okay: The current relay setup on Feeder 85 consists of obsolete electromechanical line relays, UPL, Power Line Carrier set, Line Tuner and Line Trap. One goal of this project is to replace Feeder 85's obsolete relaying with microprocessor line current differential relays systems, utilizing available fiber optic communications. This will increase reliability and decrease the chances of further misuse on this line. Additionally, most of the existing protection at Wagoner consists of electromechanical and solid-state relays that have reached the end of their expected life and should be replaced to increase power system reliability. The substation modifications will break the three-terminal line at Wagoner to allow the line protection relays to operate more reliably, as well as allow for future expansion of the site. The two 69kV breakers to be replaced have reached the end of their expected lifetime and are no longer supported by the manufacturers. Replacing these breakers will allow for more reliable operation, spare parts availability, and manufacturer support. Engineering design and construction will be contracted while material procurement will be handled by the GRDA team.
  • Transmission upgrades 161kV – Feeder 29/30: This project will include replacement of all the existing ACSR conductor on these feeders with ACCC conductor to provide a summer emergency rating of 2000A. The reconductor will also require replacement of all insulator-connecting hardware. GRDA will contract a Level 2 drone aerial inspection to determine if any existing structures or insulators will need replacement as part of the project. It is assumed that up to 50% of insulators and up to 10% of structures will need replacement due to age. The ACCC conductor will have approximately the same structure loading as the existing ASCR and is not expected to cause structure loading issues. This work will be contracted while material procurement will be handled by the GRDA team.
  • Substation modifications – Tahlequah City #1: Aging infrastructure and a unique design of the 69kV portion of this electric substation are driving an upgrade project aimed at enhancing system reliability. GRDA plans to rebuild the high voltage portion of Tahlequah City #1 by replacing two 10/12.5 MVA transformers, regulators and underground cabling utilizing a modern design. This includes a single 28 MVA transformer with LTC, 69kV circuit switcher, control house, 15kV breaker, protection equipment, metering and SCADA. Engineering and material procurement is occurring now, and construction will occur in 2025.
  • Substation modifications – Pensacola 69kV Yard: Obsolete protection and other aged equipment operating at or beyond service life require a rebuild of the 69kV portion of this electric substation to maintain and enhance system reliability. GRDA plans to install a new control building and line protection panels, replace three 69kV breakers, replace 12 disconnect switches, replace four motor-operated switches, replace nine 69kV CCVTs, replace three metering PTs, replace bus insulators and replace wave traps. The work will also include the addition of fire barriers around three 69kV generator step-up transformers. Engineering design and construction will be contracted while material procurement will be handled by the GRDA team.

The Oklahoma Department of Mines (ODM) is seeking suppliers for the following projects:

  • Minerals reclamation projects: One of the agency's roles is to ensure that minerals permitted sites are restored after mining has ceased. With today's inflation factors and supply chain limitations, the cost of utilizing our available financial resources for these reclamation projects is a challenge. Finding construction reclamation and earthwork vendors that can plan, implement and complete these reclamation projects is another priority for ODM, which aims to hire a reclamation construction manager in fiscal year 2025.
  • Field use technology: ODM has an immediate need to replace existing IT equipment for our field inspectors. The requirements for this equipment include the superior ability for outside visibility, long-term power source and long-range Wi-Fi/internet capability. The needed quantity is 10 comprehensive units.
  • Drone usage in field: ODM wants to purchase a drone to use for pictures of reclamation and for safety when inspection staff is going into a new area. Agency personnel will also need training in drone usage and related computer software. The needed quantity is three comprehensive units.

The Oklahoma Municipal Power Authority (OMPA) is seeking suppliers for the following projects:

  • Kaw Hydro Facility outage: A major outage will be needed in 2024 to replace the current excitation system, along with replacing the 69kV breaker.
  • Charles D. Lamb Energy Center: OMPA is exploring the option of adding an additional natural gas generating unit at our Lamb Energy Center.
  • New administration building: OMPA will be working with architects on a potential design for a new administration building at our Ponca City Power Plant warehousing. OMPA is working on a potential warehousing program of electrical materials for our members.

The Oklahoma Department of Environment Quality (DEQ) is seeking suppliers for the following projects:

  • Build an operator certification database and certification testing software.
  • Source maintenance for laboratory instruments.
  • Deionized water system providers.
  • Enterprise management system (EMS) software.
