SECRETARY OF STATE OPEN RECORDS ACT REQUESTS

Accessing Records with the Oklahoma Secretary of State

The Oklahoma Secretary of State’s office maintains a vast repository of public documents. Depending on the type of record you need, you can access it directly online, order standard copies, or submit a formal Open Records Act request for non-routine records.

1. Records Available Online (Instant Access)

Most routine public records and information can be searched, viewed, and inspected online immediately at no cost:

Free Search & View:  Business entity statuses, registered agent details, open meeting notices, and notary commission status.

Free Search & Copy Download:  Executive Orders, Executive Proclamations, Legislative Acts & Resolutions, and Certificates of Pardon.

These are just some of the records and information accessible 24/7 through our online public portal.

2. Records Available by Direct Copy Order (No Open Records Request Needed)

While most public records on file with our office are available for viewing and download online at no cost, certain public documents cannot be posted on our web search tools due to formatting constraints or indexing structure. However, because these are routine public filings, they do not require a formal Open Records Act request.

You can easily obtain a wide variety of public records—such as official certified business filings, notary commission records, or oaths of office for state public officials—by submitting a standard Copy Order Request to the applicable Secretary of State division, subject to standard statutory copying and certification fees. Each of our public record divisions has a dedicated webpage with specific details on how to view, download, or order copies of those records.

3. Records Requiring an Open Records Act Request

An official Open Records Act request is reserved exclusively for non-routine administrative or internal agency records that are not part of our public filing repository.

4. Important Note:  The Oklahoma Secretary of State is NOT the state’s election authority or administrator.  Per Oklahoma Constitution, Article 3 (Suffrage) and Oklahoma Statutes, Title 26 (Elections), the Oklahoma State Election Board is the state’s official elections administrator.  Therefore, our office does not maintain records relating to state elections or election administration.

Submitting a Request: If the record you seek is a non-routine administrative file that cannot be obtained online or via a standard Copy Order Request, you may submit a formal request to our Open Records Act Requests Division by completing the Secretary of State ORAR form. While document inspection is free, requests requiring extensive staff research or those submitted for commercial purposes may be subject to statutory search and reproduction fees under Oklahoma law.

Click here to download the fillable request form.  Please state with specificity the nature of your request, the records you seek, and the applicable time frames.  Complete all necessary details and sign the form.  All requests must be mailed or emailed* to our office at
