Executive Branch Records

Under Article VI, Section 17 of the Oklahoma Constitution, the Oklahoma Secretary of State serves as the official custodian of executive state records and is charged with keeping a register of the official acts of the Governor, attesting to the Governor's signature, and affixing the Great Seal of the State of Oklahoma to executive documents. This constitutional duty applies across executive branch record categories, including Executive Orders, Executive Proclamations, Tribal Compacts, Recognition Proclamations, Certificates of Pardon, and Executive Appointments. Per state constitutional provisions, the Secretary of State attests to the Governor's signature on official acts but does not attest the Governor's signature on his or her signed legislative acts.
