Teacher Academy Micro-Credentials Overview & Program Structure

Under the 2026 Strong Readers Act amendments, each public elementary school is expected to have a reading specialist, a reading interventionist, or a teacher with the Early Literacy Micro-Credential. The Office of Educational Quality and Accountability (OEQA), in collaboration with Oklahoma higher education institutions, hosts intensive Early Literacy Teacher Training Academies authorized under 70 O.S. § 1210.508H to issue the Early Literacy Micro-Credential.

Focused on MTSS, the Science of Reading methodology, and K–3 Oklahoma Academic Standards, these academies provide competency-based training for certified school personnel. Certified personnel who complete the academy receive an official Early Literacy Micro-Credential and a $3,000 stipend, while host higher education institutions receive $1,500 per completed candidate.

Recruitment & Priority Nomination Workflow

  1. Higher Education Invitations: Deans of Education at public and private Oklahoma higher education institutions receive direct application invitations from OEQA via email to host and deliver academy courses.

  2. District & Principal Nominations: OEQA directly contacts elementary school principals to nominate K–3 certified teachers for application. OEQA prioritizes high-need schools based on:

    • Lack of an employed full- or part-time Reading Specialist or Reading Interventionist.
    • Low-performing school designation under the state school rating system.

Annual, Tentative, Implementation Timeline

  • Winter — IHE Application & Acceptance: OEQA issues application invitations to Higher Education Deans; IHE host sites apply and are selected and approved by CEQA.

  • Spring — Teacher Applications & Acceptance: OEQA contacts leaders at prioritized high-need schools; principals nominate K–3 teachers; teacher applications are submitted and accepted.

  • Summer — Academy Course Delivery: Approved IHE host sites deliver intensive academies (in-person, synchronous online, or hybrid) providing 40+ hours of structured literacy training.

  • Fall — Micro-Credential & Stipend Issuance: Candidates demonstrate coursework competencies, earn the Early Literacy Micro-Credential, and stipends for successful completion are distributed.

Administrative Funding Notice: The actual administration and delivery of the Early Literacy Teacher Training Academies are dependent upon ongoing approval of state legislative appropriations before the academies will begin. OEQA maintains planning and preliminary outreach with IHEs until such time as appropriations are secured.
