Non- IHE Alternative Preparation Provider

The Commission for Educational Quality and Accountability (CEQA), through the Office of Educational Quality and Accountability (OEQA), reviews and approves non-institution-of-higher-education (non-IHE) providers seeking to offer alternative pathways toward Oklahoma teacher certification. This approval process is established under 70 O.S. § 6-133, as amended by House Bill 3076 (2026).

Eligible non-IHE providers include:

1. School districts / Local Education Agencies (LEAs)
2. Designated 501(c)(3) nonprofit organizations
3. For-profit business organizations
4. Regional education service agencies

Institutions of higher education with an existing CEQA-approved educator preparation program pursue new alternative pathways through the traditional program review process rather than through this application.

The application includes required core sections (Parts A through H), pathway-specific addenda (Part I), a required evidence matrix (Part J), and assurances and signatures (Part M). Refer to the Attachment Index within the application for page limits and formatting requirements for each part.

• Complete the cover sheet and all required core application sections.
• Complete each pathway-specific addendum that applies to the proposed program.
• Attach evidence for every required item in the evidence matrix.
• Use clear file names that match the evidence checklist.
• If a requirement does not apply, mark it as not applicable and explain why.
