State Prevention Enhancement Grant (SPE)
The State Prevention Enhancement Grant is a one-year planning grant issued by the Substance Abuse and Mental Health Services Administration (SAMHSA) as a means to strengthen and extend the implementation of the Strategic Prevention Framework (SPF). The Oklahoma State Prevention Enhancement (SPE) project serves to further the State’s interagency efforts, develop and deploy needed prevention system enhancements, address identified service gaps and policy needs, and build infrastructure at the State level that will lead to more efficient and effective resource utilization and impacts to substance abuse problems and related issues.
Through the SPE project, Oklahoma will continue to develop, implement, and sustain the Oklahoma Strategic Plan for the Prevention of Mental, Emotional, and Behavioral Disorders (Oklahoma Office of the Governor, 2010).The SPE effort will emphasize the continued development of State partnerships begun during the SPF State Incentive Grant (SIG) funding, emphasize data-driven planning, continue development of the needs assessment and program outcome data systems necessary to drive community planning efforts, and continue the Statewide Epidemiological Outcomes Workgroup (SEOW) to provide oversight to the monitoring and evaluation of the state’s prevention effort. It will also build the capacity of the substance abuse prevention system through workforce development processes including training and technical assistance to support prevention specialists who will provide ongoing consultation in the development, implementation, and evaluation of the communities’ strategic planning efforts.
