OKLAHOMA CITY – The Rural Water District No. 4, Rogers County, Oklahoma (District) received approval for $389,725 in funding on Tuesday from the Oklahoma Water Resources Board (OWRB) to improve the District’s water infrastructure. Construction of upgrades and improvements to the water system will be financed by the OWRB American Rescue Plan Act (ARPA) grant program.

The District made critical improvements to its water distribution system to increase efficiency and improve water pressure. The completed project replaced approximately 10,560 linear feet of undersized water lines with new 12-inch polyvinyl chloride (PVC) piping, along with all necessary fittings and components to ensure reliable system performance. This infrastructure upgrade will help the District better meet customer demand, reduce maintenance needs, and enhance water delivery across its service area. The total project cost was $953,020.50, funded by $563,295.50 in local funds and a $389,725.00 reimbursement through an OWRB ARPA Grant.

Lori Johnson, chief of the OWRB’s Financial Assistance Division, calculated that the District’s customers will save an estimated $628,600.00 compared to traditional financing.

“This project is a prime example of how we can strengthen and grow local communities by investing in essential infrastructure,” said Senate Majority Floor Leader Julie Daniels, R-Bartlesville. “By upgrading the water systems in Rural Water District No. 4, we’re improving efficiency and ensuring that residents in Rogers County have access to reliable, safe water for many years to come. I’m proud to support this initiative, and grateful for the partnership between the Oklahoma Water Resources Board and local leaders that made this project a reality.”

“We are grateful to Senate Majority Floor Leader Julie Daniels and State Representative Rusty Cornwell for their continued support of our financial assistance programs,” said Julie Cunningham, Executive Director of the OWRB.

The ARPA grant program is administered by the OWRB with funding from the U.S. Department of the Treasury and appropriated through the American Rescue Plan Act grants program. This OWRB program has been structured to provide communities and other eligible entities with the financial resources necessary to address water and wastewater infrastructure needs within their systems.

Since 1983 the Water Resources Board has approved over $7.9 billion in loans and grants for water and wastewater infrastructure improvements throughout Oklahoma.
