Floodplain Administrator Training

FPM 101: Introduction to Floodplain Management provides attendees with the most up-to-date information on the National Flood Insurance Program (NFIP), major floodplain management concepts, maps and studies, ordinance administration, and the relationship between floodplain management and flood insurance.

FPM 202: Beyond the Basics offers a concentration on one or more specific areas of floodplain management, such as ordinance administration, permitting, outreach, elevation certificates, mitigation, substantial damage/substantial improvement, post-disaster activities, mapping and determinations, and violations and enforcement.

OFMA Special Topics in Floodplain Management are hosted by Oklahoma Floodplain Managers Association staff and feature a wide array of speakers and topics, including floodplain management ethics, storm water management, flood resilience, hazard mitigation planning, post-disaster events, and rural floodplain management.

Usually offered in January or February each year, this four-day course is designed for local officials responsible for administering floodplain management ordinances/regulations, building inspectors, code enforcement/zoning officers, planners, city/county managers, attorneys, engineers, surveyors, and public works officials. The purpose is to provide comprehensive and structured basic floodplain management training to individuals with limited floodplain management experience. The course is eligible for 12 credits to meet continuing education requirements for floodplain administrators.

To be placed on the class wait list, participants must first obtain a FEMA Student Identification Number (SID). In the fall, students will be prompted to submit FEMA application documentation to Cheyanne Reynolds no later than one week prior to the L-273 course start date.

NOTE:  Beginning in 2025, those wishing to take the OFMA/ASFPM Certified Floodplain Manager Exam in Oklahoma are no longer required to have attended this course prior to testing.  Please note that attendance does not guarantee a passing grade on that exam. Recognizing the potential hardship for some Oklahoma communities, OWRB--through a grant funded by FEMA--is offering a limited number of need-based attendance scholarships for local floodplain administrators to attend the four-day course. This scholarship will cover hotel expenses for attendees that qualify for the award. Please note this covers lodging from Sunday night through Thursday morning (4 nights).
