  1. Visit www.govdeals.com/surplusok
  2. Select Buyer Registration in the upper right.
  3. Complete the buyer registration form.
  4. Your username and temporary password will be emailed to you in two separate emails.
  5. Sign in using your temporary password – you will then be required to change the password.

Terms

Inspection

Potential bidders are strongly encouraged to personally view all items of interest. Descriptions are written to the best of our ability based on our experience and the information received, but may contain inconsistencies.

  • At the seller’s discretion, inspection may be permitted. Inspection is by appointment only.

Payment

If you are the winning bidder, you will facilitate payment by referring to the “My Bids” section of your GovDeals account. 
 
Payment is due within five business days of auction closure. Any invoice of $5,000 or above requires payment via wire transfer.

Depending on your history with GovDeals, you may be limited to the number of auctions/transactions that you can participate in simultaneously and/or the dollar amount that you can pay via credit card, debit card or PayPal. For additional insight, please visit the GovDeals Probation FAQ.

Sales tax

When applicable, sales tax is calculated based upon the auction’s advertised location.

  • If you are seeking sales tax exemption, you must complete Liquidity Services’ tax exemption form(s) through GovDeals. We recommend doing this prior to the auction’s closure or before making payment. To do so, please visit Liquidity Services' Tax Exemption Submission Tool.

Item pick-up

*Shipping is not available; all items must be picked up.

The buyer is responsible for all aspects of pick-up/removal, including but not limited to packing, loading and transportation. Pick-up is by appointment only.

  • Please call us to schedule your pick-up.
  • All items must be removed within five business days from the date/time of the issuance of the Buyer’s Certificate.
  • Appointments must be made at least 24 hours in advance.
  • Items not acquired within five business days will be subject to a storage fee of $10 per day to be paid at the time of retrieval.
  • Everything on pallet must be taken or you will be barred from purchasing from the State of Oklahoma via GovDeals.
  • Purchases will be released only upon receipt of payment as specified and any applicable storage fees.
  • Successful bidders are responsible for the loading and removal of all property awarded to them from the place where the property is located, as indicated on the website and in the Buyer’s Certificate.
  • At the time of pick-up / removal, you will be required to present the seller with a copy of your Buyer’s Certificate.
    • When the buyer is not the person picking up please email the Authorization of Release  to auction.admin@omes.ok.gov.
    • For verification, a driver's license must be presented at time of pick-up.
    • When making a removal appointment, please confirm with the seller what is needed to release the item(s).

Special instructions

If you are the winning bidder and default by failing to adhere to this seller's terms and conditions, your account with Liquidity Services will be locked

Guaranty Waiver: All property is offered for sale is “as is, where is.” The seller makes no warranty, guaranty or representation of any kind, expressed or implied, as to the merchantability or fitness for any purpose of the property offered for sale. Please note that upon removal of the property, all sales are final.

Condition of vehicles listed on the windshield is the current knowledge of the State of Oklahoma. The condition listed may or may not reflect the full operating condition or mileage of the vehicle. The State of Oklahoma does not imply, nor guarantee, the operating condition of any vehicle.

OMES Capital Assets Management reserves the right to refuse service to any patron who exhibits or has exhibited unprofessional or inappropriate behavior or has failed to act in good faith, or who violates any State Surplus rules or State of Oklahoma laws in the conduct of business with the agency.
