Trade Adjustment Assistance (TAA)


Trade Adjustment Assistance is a federally funded program that helps workers who are laid off due to foreign imports or their job moves to a foreign country. This program provides workers with opportunities to obtain the skills, credentials, resources and support necessary to become reemployed.

To qualify, applicants must be laid off from a job covered under a trade petition certified by the U.S. Department of Labor. Assistance is provided as additional unemployment compensation benefits, plus job search and relocation allowance if applicable. If an individual receives a notification of being eligible for TAA benefits, or believe they may be eligible, visit an OESC office to apply for benefits.

Under the current law governing the TAA program, the program expired on July 1, 2022 and no new petitions have been certified. Oklahoma will continue to determine eligibility and provide services to workers covered under previously certified petitions.

Displaced workers of these companies have been ruled eligible for the Trade Act program by the U.S. Department of Labor. Established by the Trade Act of 1974 (19USC 2273), Trade Act benefits provide assistance to those who lose jobs or significant work hours because of increased imports or a shift in production out of the country. The Trade Readjustment Assistance (TRA) program provides additional unemployment compensation to individuals who are in full time Trade Adjustment Assistance (TAA) occupational training. The goal is to help laid-off workers return to suitable employment as quickly as possible.

The below companies have been certified by the U.S. Department of Labor for TAA. Certifications cover from approximately one (1) year prior to the certification date, to two (2) full years after the certification date, for a total of three (3) years.

The TAA programs may provide financial support when available employment is outside of your current area. A job search allowance covers expenses when applying for or interviewing for jobs outside your normal commuting area. Approval must be obtained before traveling to any interviews. 

If you are successful in obtaining employment over 50 miles from your home, the TAA program also offers financial assistance to help with relocation if necessary.

Training opportunities may be available to eligible individuals at no cost. If there are no suitable jobs nearby similar to your prior work experience, and training would improve the chances of getting a job, discuss your needs and goals with the TAA specialist. Training opportunities may include on-the-job training, vocational/technical schools, or apprenticeships.

To receive TRA benefits, individuals must meet all the below requirements.

  • Worked for an employer who has a federally certified TAA petition.
  • Separated from adversely affected employment due to lack of work.
  • Separated on or after the impact date indicated in the petition, and before the termination and expiration date of the TAA certification.
  • Entitled to and exhausted all regular unemployment insurance benefits.
  • Worked and earned wages of at least $30 per week for 26 of the 52 weeks prior to the separation.
  • Enrolled in a TAA approved training program or have completed a training program since the TAA qualifying separation. This requirement may be waived only if training is not feasible or appropriate for the worker.

The TRA eligibility period is a 104 week period beginning with the Sunday following the week in which the worker was most recently totally separated from the adversely affected employment.

The TRA weekly benefit amount (WBA) is the same as the regular UI WBA payable on the UI claim established as a result of the first TRA qualifying separation. The maximum basic TRA entitlement equals 52 times the TRA WBA minus all UI entitlements in the first TRA qualifying UI benefit period.
