Statement of Scope
The Organizational Development Consultative Services (ODCS) is a branch of the Statewide Learning Services designed as a result of an analysis of the SLS services, conducted in October 2021.
ODCS provides whole group learning experiences stemming from one-off events to multiple months learning proposals.
Who do we serve within ODCS scope?
- We prioritize serving agencies without dedicated learning and development employees or teams (i.e., no employees or teams with mission statements pertaining to serving their agency's employees in learning and development).
- We do this by following an OD model to analyze challenges and provide applicable learning proposals. Example: District Attorneys Council (DAC) received a six-month learning proposal based on the findings of our analysis.
- Agencies with dedicated learning and development employees or teams (i.e., employees or teams with mission statements pertaining to serving their agency's employees in learning and development).
- We do this by supplementing their learning offerings (i.e., train-the-trainer).
- Or, providing learning experiences outside of the agency learning teams' offerings or scope (i.e., we’re certified in 5 Voices and can provide that if the agency L&D team is not or does not plan to be).
- All agencies requesting specialized events. This could be:
- One-hour or one-day events.
- Conferences.
- Team retreats.
ODCS has a capacity of two to four events per month. First come, first serve basis. Specialized events must be requested four weeks in advance.
What facilitator or resources can I expect through ODCS services?
Unique use of OMES resources, such as internal facilitators, may be used for ODCS learning experiences contingent to specific circumstances, e.g., available internal resources, learning needs, as well as director approval.
Once an ODCS leaning proposal has been sent to the recipient, the recipient or organization will be fully responsible for responding within a timely manner.
ODCS will connect an addition two times as reminders if no contact has been made from the recipient organization.
- Approximately 30 days from initial proposal delivery.
- Approximately 45 days from initial proposal delivery.
- If nothing is initiated from the recipient or organization at this point a close email will be sent approximately 60 days from initial proposal delivery, learning support and current learning proposal from ODCS at that point will be null and void.
Tracking in Workday@OK. What is our scope there?
Agencies with Agency Learning Administrators (ALAs) are responsible for enrolling teams and individuals into their learning experiences. ODCS will provide the roster and any resources to equip the ALAs for success.
Agencies without ALAs are supported by SLS’ Learning Administrator (LA) – as are all agencies without ALAs.
What are examples of learning experiences?
- Instructor-led, in-person facilitations.
- Instructor-led, virtual facilitations aka webinars (Teams Meeting).
- LinkedIn learning on-demand recommendations.
- Microsoft O365 live virtual (Teams Live).
How are these events booked or coordinated?
ODCS can be responsible for coordinating in-person events and webinars unless it is the responsibility of the requestor (contingent on them having the personnel and capability).
It may be the responsibility of the requestor to disseminate a webinar invite or in-person event details to their prospective attendees.
What is considered out of ODCS scope?
- Learning and development that interferes with or duplicates the agency's own learning and development mission/initiatives.
- Learning as part of disciplinary procedures (e.g., mediating conflict between employees).
- Human Resources functions.
- Workforce planning statistical analysis.
