Proposed Rule Actions- Open for Public Comment
The following rule changes are now OPEN for public comment. The written public period will close at 4:30 p.m. on January 15, 2026. Written comments may be submitted by email to michelle.seybolt@oeqa.ok.gov. Written comments may also be hand-delivered during regular business hours or mailed to:

A public hearing for the proposed rule changes will be held prior to consideration for adoption by the Commission for Educational Quality and Accountability. The hearing will take place on Thursday, January 16, 2026, at 1:30 p.m. at the following location:

Anyone wishing to speak must sign in at the security desk of the Strata Tower prior to the start of the hearing. Time limitations may be imposed on oral presentations to ensure all who wish to offer comments have an opportunity to do so.
If approved by the Commission for Educational Quality and Accountability, the rule changes will be submitted to the Oklahoma Legislature for review during the 2026 legislative session. Administrative rule changes must be approved by the Legislature or the Governor to go into effect.
