ODMHSAS awards contracts for CCBHC operations in four service areas

Tuesday, July 07, 2026

The Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS) has awarded contracts for Certified Community Behavioral Health Clinic (CCBHC) operations in four state-operated service areas following a competitive procurement process.

The awarded providers will assume operations through a phased implementation process expected to take place over several months. ODMHSAS will work closely with each provider to support continuity of care, workforce transition planning and operational readiness throughout implementation.

The procurement applies only to four state-operated CCBHC service areas. ODMHSAS will continue operating state hospitals, forensic services, crisis services and other behavioral health programs across Oklahoma. The department remains responsible for oversight of the state's behavioral health system and ensuring Oklahomans have access to care.

The transition is part of ODMHSAS' ongoing effort to strengthen the long-term sustainability of Oklahoma's behavioral health system while ensuring responsible stewardship of taxpayer dollars. By leveraging experienced community-based providers with established state CCBHC operations, the department aims to maintain access to high-quality services while creating a more efficient and sustainable model for the future.

"ODMHSAS employees have done a tremendous job building and delivering CCBHC services at our state-operated facilities," said Interim Commissioner Joshua Anderson. "Their expertise, compassion and commitment to Oklahomans helped establish these programs and expand access to care in communities across the state. That foundation has positioned Oklahoma for continued success as this next phase moves forward."

As part of the procurement requirements, awarded providers must hire qualified ODMHSAS employees for available positions should they choose to hire as implementation progresses.

There will be no immediate changes to patient care or services. Transition plans will be implemented in phases over the coming months to help ensure continuity for patients, families, employees and community partners.

Awarded providers include:

  • Catchment Area 3 awarded to Family and Children’s Services
  • Catchment Area 4 awarded to Grand Mental Health
  • Catchment Area 6 awarded to CREOKS
  • Catchment Area 5 awarded to Lighthouse Behavioral Wellness Centers
