POSITION DESCRIPTION: Policy Manager

The Policy Manager is primarily responsible for understanding, analyzing and coordinating information that supports strategic goals of TSET to change behavior and policy to reduce the leading cause of preventable death in Oklahoma and improve the health of Oklahomans. The Policy Manager works under the direction of the Director of Public Information and with other staff or partners as appropriate to develop and support education of key stakeholders, opinion leaders, the public, potential grant applicants, and current grantees and contractors.

The Policy Manager collaborates with staff to research and educate on the benefits of state and local policies to support TSET’s goals to improve health.

Job performance will be evaluated by the Director of Public Information.

GOALS AND WORKER ACTIVITIES

  • Research and inform efforts to increase awareness of state and local policies that support TSET’s strategic goals to prevent and reduce tobacco use and obesity to prevent the leading causes of preventable death in Oklahoma.
  • Track local, regional and national legislative and policy issues and develop strategies to keep board, staff and the community informed.
  • Collect and maintain up-to-date data on key policy and advocacy issues. Develop issue-oriented advocacy content for communication vehicles such as emails, websites, social media, etc.
  • Establish, develop and maintain contact with leading national organizations that work to improve health outcomes through policy and ordinance changes.
  • Compile and share research and other data related to local, regional and statewide efforts to support behavior change through evidence-based, best practice policy.
  • Monitor and track legislation affecting the agency or its programs, and act as liaison with the state legislature and Governor’s office on issues of relevance to TSET. Respond to correspondence or agency-related inquiries from government officials.
  • Develop and maintain ongoing positive relationships with the Legislature in an effort to provide factual information about TSET’s work, impact and accomplishments.
  • Develop quarterly updates on legislation to keep the TSET Board of Directors updated on relevant statewide conversations and efforts to address health outcomes in Oklahoma.
  • Assist in the preparation, editing, coordination and distribution of policy briefs, research, grantee support materials
  • Prepare and present reports and updates on community, state, and national issues affecting TSET and its programs.
  • Work with Public Information Department to support efforts by TSET to educate on the benefits of evidence-based policy changes. 
  • Other duties as identified and assigned by the Director of Public Information.

EDUCATION & EXPERIENCE

The Policy Manager must have a combination of education and experience necessary to fulfill the responsibilities and expectations contained in this position description. At a minimum, a candidate for the Policy Manager must have a baccalaureate degree from an accredited institution of higher learning and five years of experience in a related field. Preference may be given to applicants with education and/or experience in policy research, political science or similar fields.

SALARY RANGE: $55,000-$60,000

  • The proven ability to develop productive relationships with colleagues, grantees, consultants, external funders, and others who contribute to the agency’s mission, programs and management.
  • Impeccable writing, presentation and oral communication skills. Ability to synthesize complex, interrelated material and focus quickly on the essence of an issue while maintaining clarity around the big picture.
  • Skill in developing and maintaining effective partnerships and collaborations.
  • Experience with state and local advocacy is preferred.
  • Ability to analyze complex situations and proactively develop appropriate communications that effectively frame messages and utilize communications channels to prevent or address potential crises for the agency, its partners, and its grantees.
