Director of Public Information and Outreach - POSITION DESCRIPTION

The Director of Public Information and Outreach is primarily responsible for coordinating and facilitating internal and external strategic communications for the Tobacco Settlement Endowment Trust (TSET) related to the agency’s activities and accomplishments. The Director of Public Information and Outreach works under the direction of the Executive Director to develop and implement communications plans that assure effective communication of the agency’s mission, programs, and priorities to key stakeholders, opinion leaders, the public, potential grant applicants, and current grantees and contractors. 

The Director of Public Information and Outreach collaborates with other public and private organizations to enhance the agency’s outreach to various partners and educate key stakeholders and the public about the agency’s mission, programs, and accomplishments. The Director of Public Information and Outreach carries out duties and work plan to inform the public, key stakeholders, partners, and grantees about TSET’s mission, impact and results. Job performance will be evaluated by the Executive Director.

GOALS AND WORKER ACTIVITIES

  • Develop strategic communication plan that leverages TSET programs, subject matter expertise and programmatic outcomes for increased awareness and knowledge about TSET’s impact. 
  • Participates in development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals.
  • Stakeholder and partner management, maintain positive relationships with a variety of groups to support overall goals of TSET and strategic communication plan to educate key audiences on TSET’s work and impact.  
  • Builds or enhances relationships within various sectors of the state and seeks opportunities to disseminate information about TSET programs, services and outcomes.
  • Represent the agency at civic and professional groups; may serve as a spokesperson for the agency.
  • Serve as a point of contact with state legislature and other key stakeholders and respond to correspondence or agency-related inquiries from government officials.
  • Oversee the preparation, editing, coordination and distribution of press releases, fact sheets, annual report and other reports, newsletters, earn media and support agency efforts to comply with Open Records and Open Meetings laws. 
  • Oversee the creation and revision of content for the agency to include the website to insure current information that is responsive to the needs of the key stakeholders, opinion leaders, applicants, grantees, and the public.
  • Assist in ensuring agency work product and practices meet high standards and assist in opportunities for growth and refinement to agency practices, procedures and communication efforts to uphold high standards for transparency and accountability. 
  • Motivates direct reports through coaching, counseling, and disciplining employees; planning, monitoring, and appraising job results; conducting training.
  • Other duties as identified and assigned by the Executive Director.

EDUCATION & EXPERIENCE

The Director of Public Information and Outreach must have a combination of education and experience necessary to fulfill the responsibilities and expectations contained in this position description.  At a minimum, a candidate for the Director of Public Information and Outreach must have a baccalaureate degree from an accredited institution of higher learning and more than five years of experience leading strategic communication efforts and supporting comprehensive communications plans tailored to specific stakeholder groups.  

SALARY RANGE
    $69,500 - $72,500/annually plus benefits

KNOWLEDGE/SKILLS & ABILITIES

  • Strategic, critical thinking about methods to achieve outcomes.
  • Ability to analyze complex situations and proactively develop appropriate communications that effectively frame messages and utilize communications channels to prevent or address potential crises for the agency, its partners, and its grantees.
  • Experience with analyzing data and using strategic communications to inform various audiences including media outlets. 
  • Collaboration and ability to work and motivate diverse team members toward the achievement of agency goals. 
  • Knowledge and awareness of state legislature and how to analyze impact of policies on mission related goals, programs.
  • The proven ability to develop productive relationships, problem solve and build consensus and goodwill with colleagues, grantees, consultants, external funders, and others who contribute to the agency’s mission, programs and management. 
  • Impeccable writing, presentation and oral communication skills. Ability to synthesize complex, interrelated material and focus quickly on key points for various audiences. 
  • Experience in supervising, coaching, and insuring accountability of staff.
