The Program Officer for Statewide Programs uses program, research, evaluation, and grant management experience in working with grantees and stakeholder organizations to facilitate successful outcomes and effective implementation of grant programs. The Program Officer serves as the primary point of contact with grantees.

The Program Officer fosters and maintains positive grantee relationships by providing quality guidance, training and consultation on best practices. The Program Officer manages two categories of statewide grants, Research and Program that address the board’s priorities for preventing cancer and cardiovascular disease due to tobacco use and obesity.

Within these categories, TSET funds a highly diverse group of grants, including health systems change grants, scientific research grants, the Oklahoma Tobacco Helpline, programs to increase primary care physicians in rural and underserved parts of the state, and grants and programs that support voluntary smokefree policies in businesses. The Program Officer must be able to see the individual uniqueness of each grant as well as the big picture of how these grant programs fit together in reducing tobacco use and obesity. The Program Officer needs to understand scientific research to collaboratively work and dialogue with researchers to successfully translate research findings and results into practice implementation in other TSET-funded programs. The Program Officer will work with service and health systems comprised of multiple organizations to improve their wellness culture through policy adoption that impacts day-to-day health behaviors. The Program Officer will provide oversight, management and foster synergy while assisting the grant in achieving annual objectives and action plans.

The Program Officer works collaboratively with technical assistance and training team partners as well as grantees, when developing new plans, tools, protocols, consultation delivery, and translating research and evaluation results into actionable intervention strategies. The Program Officer assists with the process of application reviews and preparation of grant performance summaries for the Board of Directors. Working for and with the Director of Programs, the Program Officer improves upon the agency’s grant management capacity, stays current with evidence-based strategies and seeks out innovative research designs and program approaches.

The Program Officer works under the guidance and supervision of the Director of Programs and job performance is evaluated by the Director of Programs. 

RESPONSIBILITIES AND ACTIVITIES 

  • Serves as the primary point of contact with grantees and provides guidance, training and consultation to statewide grantees on best practices for operating a program under the terms of the grant, effective implementation of the grant, and appropriate use of agency funds. 
  • Works collaboratively with research consultants and research grantees in developing action plans for translating research and evaluation results into actionable intervention strategies.
  • Collaborates with researchers, technical assistance and training partners, and grantees on the delivery of evidence-based interventions related to tobacco prevention and cessation, physical activity and nutrition and other health related topics. 
  • Conducts telephone, e-mail and face-to-face consultation with each grantee regarding the scope of work; grant program challenges, resource needs and successes; work plan and budget development and revisions, and periodic reporting. 
  • Implements and maintains a grantee reporting process that includes periodic performance reports, results of completed projects, how results are dissemination, and a process that provides periodic feedback to grantees. 
  • Facilitates connections and collaboration among grantees and other partners or resources, to enhance outcomes, leverage additional resources, and encourage innovative approaches to achieving outcomes. 
  • Ensures grantees receive available programmatic, evaluation and technical assistance resources, including strategic planning, formative research, access to best practices information, measurable outcomes, implementation tools and templates, evaluation designs, and capacity building. 
  • Plans collaboratively with other technical assistance and training professionals as well as grantees, when developing new tools, protocols, technical assistance delivery and training events. 
  • Stays abreast of research, trends, and new issues in grants management and programmatic initiatives endorsed by TSET’s strategic plan. 
  • Facilitates sharing of information, expertise and experience among TSET grantees, and with other partners in Oklahoma and nationally. 
  • Per direction from the Director of Programs, assists with preparation of proposal parameters, including writing the scope of work and other portions of proposals directly related to the scope of work. 
  • In collaboration with the Grants Management staff reviews grant proposals and other grant related documents to recommend a course of action as indicated to the Executive Director and Board of Directors. 
  • Is familiar with and uses TSET’s grants management software. May also assist in the development of new phases of the software. 
  • Conducts post-award and pre-performance meetings with grantees to go over agreed upon measurable outcomes, grant terms and conditions, funding amount, required reports, deadlines, grant support, training schedule, and other pertinent information. 
  • Reviews and approves program-related strategic maps, work plans, budgets and budget revision requests. 
  • Reviews programmatic and financial tracking reports for link to the scope of work and recommends course correction as indicated.
  • Travels periodically in performance of job duties and activities. 
  • Other duties as identified and assigned. 

KNOWLEDGE/SKILLS & ABILITIES 

  • Proficient in written and oral communication 
  • Knowledge of and experience in effective public speaking techniques and the ability to present complex information in an effective and concise manner. 
  • Ability to form effective relationships with people of diverse backgrounds, perspectives and cultures. 
  • Demonstrated ability to work as part of a complex team. Ability to convene and lead a work group to achieve results and a final product. 
  • Experience and familiarity with scientific research and protocols. 
  • Familiarity with or expertise in all phases of grants management. 
  • Ability to communicate technical, budgetary and program details to staff, grantees and applicants, orally and in writing. 
  • Ability to think and act decisively about grant compliance issues and corrective plans involving non-compliance. 
  • Demonstrated competency in conducting research, implementing programs of public health or social services, and best practices policy development in tobacco control, physical activity and nutrition. 
  • Ability to understand, monitor and apply current legal and programmatic regulations related to grants management and oversight. 
  • Ability to analyze budgets and related documents of public and private organizations. 
  • Knowledge of and experience in scientific research, philanthropy, government funding, and/or the nonprofit sector operations. 
  • Broad familiarity with the agency’s history, structure, program areas and mission. 
  • Demonstrated experience in formulating and implementing policies and procedures. 
  • Demonstrated experience in overseeing and providing consultation to research and program grant. 
  • Capacity to group abstract ideas and form coherent picture.
  • Ability to objectively analyze a situation and evaluate pros and cons of any course of action. 
  • Proficient in project management processes for managing complex projects and assuring timely delivery of quality products/deliverables. 
  • Proficiency in Microsoft Office products. 

EDUCATION & EXPERIENCE 
The Program Officer must have a combination of education, training and experience necessary to fulfill the responsibilities and expectations contained in this position description. 

At a minimum, a candidate must have a four year degree from an accredited institution of higher learning with three years of experience working in research, programs and managing grants in a private foundation, academic institution, health care or clinical setting, nonprofit, or government sector. Experience conducting scientific research, providing consultation, program planning, program and policy development, managing grants, and evaluation research is preferred. Academic degrees preferred, but not required, would include those related to community health, public health, public administration, education and social work. 

SALARY RANGE: $50,000 to $60,000 per year
