Unsolicited Offers

Pursuant to Title 74 O.S. § 85.7(A)(18), certain acquisitions may be exempt from the competitive bidding process when it is determined to be in the best interest of the State of Oklahoma. These are designated as Unsolicited Offer Exemptions.

To initiate this exemption, agencies must first complete the Request for Exemption from Competitive Bidding (OMES CP Form 082, available in the CP Library) and submit it through a ServiceNow Ticket. Upon approval by the State Purchasing Director, the exemption will be publicly posted on this website.

If a supplier is able to offer the same item or service at a lower price or cost than what is currently posted, they must submit a written notice of interest to central.purchasing@omes.ok.gov within three (3) business days of the posting date.
