Wald's Words of Wisdom

The CAM team prioritizes constant improvement. In that spirit, we work toward the mantra, "Good, better, best. Never let it rest until your good is better than your best." In October, CAM found opportunities to execute this improvement-oriented vision so we can serve customers, agencies and Oklahomans at the highest level. We are happy to share these advancements as we achieve our best.

This month, we hosted a "State of CAM" all-call to give our division the opportunity to engage with the CAM leadership team and promote collaboration across the division. We also had the opportunity to individually highlight employees from multiple departments and facilitate better communication. Moving forward, we will continue to equip ourselves with the appropriate resources and opportunities to Get Stuff Done.

Deferred Maintenance

Text version of October Deferred Maintenance Status Report.

The OMES deferred maintenance plan, which is crucial for the smooth operation of our buildings, is currently underway. We made significant progress in the month of October in getting many initial priority projects through the solicitation and selection process.  

Work is scheduled to start at the Will Rogers Building (WRB) in mid-November, which will see a roof and equipment room metal panel replacement. The Agriculture Lab is getting VFDs replaced for motor control of the air handlers and pump systems on their HVAC system. The buildings of the quad, Sequoyah, Oliver Hodge, M.C. Connors and WRB, will also soon see entryway replacements. The preconstruction meeting was just hosted on the quad entryway project and a separate communication will go out after equipment and glassware is received, prior to work impacting those facilities. 

Final submittals are in the process of being reviewed by the firm on the air handler project at the Transportation Building. The air handler unit and terminal projects at the Agriculture building, Sequoyah, Hodge, WRB and Connors have contracts out for signature currently.

Separate communications to agency tenant contacts will go out prior to any deferred maintenance work beginning that may impact operations.

CAM Team - State Expo

State Suppliers Expo recap

The CAP team was pleased to participate in the annual State Suppliers Expo last month. The expo is a great opportunity for the State of Oklahoma to collaborate with the private sector and explore a diverse market of business opportunities.

CAP had the chance to build relationships with potential vendors and connect with existing ones. Our team also had the opportunity to host a panel discussion on how businesses can utilize CAP services to do business with the State, as well as a breakfast on the state of construction. Our participation in the expo strengthens our efforts to increase accessibility to our programs and forge lasting relationships with our partners.

Sallisaw Veterans Home update

The final touches of the Sallisaw Veterans Home project are slated to be complete by February 2025. Of the four main buildings that make up the veteran's home, two buildings are in the process of furniture installation and testing operational programming.

Building 100 began IT installation on Oct. 8 and is on track to begin furniture installation by Nov. 25. 

Buildings 100, 300 and 400 have been turned over to the Department of Veterans Affairs (OVDA), and all three will welcome new OVDA employees for training in December. At the same time, Building 200 will begin IT installation.

Buildings 300 and 400 have begun to add furniture like couches, chairs and rugs to ensure the home is ready to welcome veterans after the new year.

Allen Wright Memorial Library update

The development of design plans at the Allen Wright Library continue this month as REES, our architect, has completed assessments and analyses of the existing building conditions and is currently engaged in creating diagrams of optional solutions that address program and operational requirements.

In this planning stage, we are collaborating with REES and ODL to find solutions for the library's different deficiencies and plan block diagrams. The contractor for preliminary consulting and budgeting has been engaged by the project team, and final project assessment and predesign packages are projected to be complete at the end of this month. 

As plans for this important project move forward with vital feedback from our team members, we look forward to keeping you informed with the latest improvements.

Jim Thorpe Building update

The Jim Thorpe Building project is progressing smoothly. At the end of September, the oversight committee granted authorization for the remaining bid packages to go to bid. Public bidding on these packages is slated to open on Oct. 31. The Oklahoma State Fire Marshal reviewed and issued the building permit on Sept. 25. 

On the construction side, so far, the team has completed the cut-out and patch of the former floor electrical boxes to match the original construction integrity. This process will serve to restore proper fire ratings between floors. Interior blocks are being installed to ensure the rigidity of the existing historical walls and prepare for the integration of stud-framed walls. The historic window replacement order is at the end of fabrication with window units shipped and received. The window swap is scheduled to start in November.

We are also in the process of coordinating across teams for the implementation of security measures, IT infrastructure, design, audio-visual equipment, furnishings, fixtures and equipment for the building.

Kelley Building update

The Kelley Building project continues to progress in the design stage. Last month, our architect, REES, submitted the final design documents, allowing our contractor, Flintco, to complete their pricing review. We continue to work closely with the Latino Community Development Agency (LCDA) to align their program needs with our budget.

With their finalized budget, we've asked REES to move forward with the design work. Our next milestone will be completion of the construction documents, targeted to occur at the beginning of January. At that point, Flintco will begin the bidding process.

Construction is set to begin between mid-to-late February. The project will include essential MEP equipment with longer lead times, and we've already identified these items to ensure our schedule remains on track.

We anticipate completing construction for both buildings, including the full finish-out of the Annex and a shell space for the main building by July 2026.

Welcoming new team members

The CAP team is excited to welcome two new staff members into the fold.

Dennis Pence joins CAP as a contract coordinator after working with REALS in a temporary position as a real property specialist. 

Pence brings a wealth of experience in data maintenance and ensuring smooth program operations. As a contract coordinator, he will work closely with vendors and suppliers to ensure their timely project flow. Though Pence has worked with the CAM team for the last six months, he is excited to officially join us in a long-term capacity.

Shellby Diel joins CAP as a construction project manager with a proven background as a project coordinator in the private sector. Diel is excited to expand his skillset in his new role with the state.

He is currently pursuing a master's degree in 

construction management at the University of Oklahoma and resides in Yukon with his wife and son.

CAP is happy to have these new team members, and we look forward to the expertise they bring to our operations. 


Surplus

Public auction to be held on Nov. 22

Surplus invites you to a public auction on Nov. 22. All are welcome at this auction of surplus items like office chairs, desks, dinnerware, bookcases, file cabinets and so much more! 

The auction will be held at 304 S. Miller Place, and viewing will begin at 10 a.m. Bidding will begin at 11 a.m. and last until 3 p.m. or until all items are sold. If you are unable to take your items with you at the time of sale, you may schedule a time to pick them up. All items must be picked up by Nov. 25. 

Note: Surplus does not accept contactless payments or payments by cash, check or money order. Card payments only.

Donation to Blaine County Sheriff's Office

Surplus recently coordinated the donation of several surplus items to the Blaine County Sheriff's Office. The sheriff's office reached out to Surplus about several items they located using the Personal Property Management System (PPMS) and asked Surplus to help coordinate the donation. Donated items include:

  • Three UTV mules to be used as patrol units at public events.
  • One motorcoach that will be converted into a mobile command unit.
  • One airboat to be used for the patrol of Canton Lake.

IT Asset Management

Introducing our new sustainability initiative

Since February, IT Asset Management (ITAM) has been working with our IT Asset Disposition (ITAD) partner, Mender, to implement a new system that redirects surplus IT assets for State of Oklahoma agencies and affiliates.

ITAD provides a new protocol for what happens to IT assets when agencies no longer need them. To ensure proper end of life processing and environmental impact, the OMES ITAM team processes all IT devices and inspects them to determine if it needs to be recycled, refurbished or repurposed. When refurbishment is not an option, ITAM sends surplus IT assets to our ITAD partner for end-of-life processing.

This process ensures the security of potentially sensitive state data and prevents toxic materials like lead, mercury, cadmium and plastic from ending up in our landfills and waterways. Year to date, our ITAD program has diverted over 700 kg of toxic materials out of these areas. Over the course of 16 pickups, the OMES ITAM team and Mender saved $266,781.

The repurposing of old laptops, desktops, phones and other IT assets has created a significant environmental impact, resulting in a 1.3 million kg greenhouse gas reduction in emissions and enough conserved water to fill over six Olympic-sized swimming pools.

ITAM continues to receive a steady flow of surplus IT assets, and currently redirects two to three semi-trucks full of materials to be recycled each month. Our new ITAD program contains a variety of exciting implications for the state, and we are excited to keep you informed as we explore and develop this program.

Staff Spotlight

Barry Bornemann
Federal Program Coordinator
OMES CAM Surplus

This month we are pleased to highlight Barry Bornemann's achievements as Surplus's federal program coordinator.

Bornemann has served in his current role for the past nine years and dedicated over 15 years of service to OMES.

Bornemann works with over 700 donees from around the state, and his commitment to meet various agency needs exemplifies his dedication to provide unmatched customer service. Some of Bornemann's notable projects include locating vehicles to donate to small law enforcement agencies and working with NASA to donate items to local air and space museums. Bornemann recently spearheaded CAM's donation of a $4 million aircraft to Canadian Valley Technology Center, providing more than 80 students with the opportunity to learn real-world aircraft mechanics.

Bornemann's contributions provide smooth operations for state agencies and maximize Surplus's impact to municipalities, educational organizations and beyond. We are grateful for his commitment to our customers.


Fleet Management

Listening session recap

On Oct. 9, Fleet hosted a listening session focused on increasing transparency and facilitating better communication with our customers. We appreciate the opportunity to serve you and hear your feedback as we seek to improve your experience working with Fleet Management.

Here are a few key takeaways from the listening session:

  • GeoTab training is ongoing. If you need to schedule a training, please contact Regina Watson and reference the training recordings.
  • Agencies should begin to review GeoTab's dashboard KPIs like fleet utilization, driver safety, engine faults and seatbelt use to target areas for improvement.
  • Agencies should also begin to shift focus to troubleshooting and handling day-to-day installations.

We have many exciting improvements in the works and will remain diligent in our efforts to keep you informed and equipped with the appropriate resources and opportunities you need.

Fleet partnership with DHS

Fleet is currently in the planning and discovery stage of a new partnership with the Department of Human Services (DHS). 

Fleet's initial review found that DHS could save $1 million annually by implementing the changes outlined in the report. Fleet continues to work closely with DHS on strategies to save taxpayer dollars and promote interagency support.

Because the size of DHS's fleet is among the top five in the state, it's important to us that we take the time to ensure quality customer service that supports DHS's needs. We will keep you updated on these exciting developments.

After-hours access to Capitol vehicles

As a general announcement, if you have trouble accessing Capitol vehicle gates or with after-hours gate access at the Capitol complex and need immediate assistance, please contact OHP Troop R - Capitol Patrol at 405-521-2316.


Facilities Management

As the seasons change and cold fronts continue to move in, the Office of Facilities Management wants you to remember relevant building requirements and guidelines.  Accessible in the Tenant Manual on our website, these rules and guidelines are designed to help everyone keep their workspaces comfortable and secure in the colder months. 

Heating and cooling

The standard maximum temperature for manual thermostats is 72 degrees for winter months during occupied hours.

  • Exceptions include special-needs areas such as server rooms and laboratory operations.
  • OFM advises tenants who find themselves particularly cold during the workday to bring appropriate attire like sweaters, jackets, blankets, etc.

Thermostats controlled by the building automation system are adjusted at night to 60 degrees during winter months.

  • Thermostats may have a temperature deviation of 2 degrees.
  • Specific buildings and rooms, such as data centers, may be exceptions to these requirements.
  • If the space temperature in your area is not properly regulated, contact your tenant liaison.

Space heaters

Space heaters in the workplace can create dangerous electrical hazards that contribute to electrical overloading, resulting in electrical failures, fires, damage to property or death.

OFM's policy requires tenants requiring a space heater to apply for approval through our office


Real Estate and Leasing Services

On Tuesday, Nov. 19, we will host the latest installment of "Doing Business with CAM," this time with a Real Estate and Leasing Services (REALS) focus.

"Doing Business with CAM" is a training series for OMES customers to learn more about working with CAM. This installment will be an interactive, high-level overview of critical REALS systems and processes. This will be an opportunity to ask questions to the team about these systems or raise any other concerns.
