We're excited to share the June edition of the Capital Assets Management Newsletter with you. 

We've worked hard this month striving to enhance transparency, communication and our quality of service. As we enter into the month of July, and a new fiscal year, we want to highlight key updates and improvements happening at CAM.

Division-wide shift to ServiceNow

In line with our goals of enhancing the quality of service and efficiency of our division, we are excited to announce the launch of our service request platform in the state’s work management system, ServiceNow, on July 15.

By transitioning to ServiceNow, we are shifting away from our department emails for REALS, CAP, IT Asset Management and Central Printing to improve efficiency and ensure we track and address each request submitted to our office. Additionally, this platform includes metrics to help us improve our quality of service.

All department emails will be active until the launch on July 15. After the 15th, the email will no longer be monitored by our staff. Instead, users will receive an autoreply email directing them to ServiceNow to request services or ask questions. To aid in this transition, we've created a how-to guide for CAP and REALS.

Fleet Management

Doing Business with CAM: Fleet Focus Recap

On June 11, our team hosted the first “Doing Business with CAM” focused on our core Fleet applications, Geotab and Assetworks. At the session, we provided an overview of how our systems function together. Brianne from Geotab was in attendance to give attendees an in-depth look at Geotab's functions.

The Fleet team wants to extend gratitude to everyone who participated in the session and engaged with the material.


Real Estate and Leasing Services

Inventory reconciliation process update

Our team processed inventory data from REALS and Risk, matching as much information as possible. We are now contacting the agencies whose data we were unable to match. Please keep an eye out for emails from our team requesting your assistance to reconcile discrepancies in your agency's data.

CPO Brown Bag Webinar reminder

On June 27, Central Purchasing will host their Brown Bag Webinar series from 11 a.m.-noon. The REALS team will be in attendance to provide information and updates for all CPOs. To register for the webinar, visit Workday@OK.


Construction and Properties

July CAP Listens session

CAP will host the next "CAP Listens" session July 16 for all agency leaders, CPOs and CAP contacts. We invite you to share your feedback on areas of opportunity for the team and ask any questions so we may further enhance our operating systems.

CAP category code update

To address concerns raised by attendees regarding category codes, Central Purchasing enhanced the user experience by creating CAP_Categories. This function can be used to find the CAP category code, making the search much easier. We hope this improvement will be useful to your team while we continue our search for ways we can improve code efficiency.

Kelley Building update

The Kelley Building Renovation project is progressing by the achievement of key milestones.

Flintco, the construction manager, completed initial pricing for the project, currently under review by OMES and D2C staff. Rees, the project's architect, is preparing schematic design drawings to deliver by June 27, triggering another round of pricing from Flintco.

The construction timeline remains on track for an early 2025 commencement. In anticipation of the construction phase, strategic purchasing for specialized mechanical and electrical equipment may be made earlier to address longer procurement times.

Jim Thorpe Building update

Our team continues in the demolition phase due to additional work found after bulk demolition needed to meet specific design and code requirements. Additionally, there is an ongoing investigation of the existing drainage system on the exterior basement walls, as well as structural testing and analysis for the courtroom as part of the removal of a concrete column on the first floor. We recently completed testing and inspections for all elevators.

Design plans are now under review by the state fire marshal after being submitted earlier in the month for a permit. Amendment 3 was approved and issued by the state on June 18.

Our next bid date is for the early core MEP systems. Pre-bid meetings are scheduled for this week and all bids are due July 3.

Allen Wright Library update

The CAP team finalized consultant contract changes which will be submitted for approval and final signatures. We will execute the consultant contract and the construction manager contracts within the next two weeks.


Deferred Maintenance Updates

The state Legislature recently allocated $56.2 million to OMES for the eight-year Deferred Maintenance project. This project will allow needed capital replacements to be performed for the 23 buildings owned by the state not adequately maintained since the 1980s due to a lack of funding. In 2024, the infrastructure debt related to these facilities is over $100 million.

These projects have been prioritized by impact to building operations in case of failure and risk of failure within the next one to five years. Phase one projects are identified as having a substantial impact on building functions and highly likely to fail within the next few years.  We anticipate sending out several fully designed projects for competitive bids starting July 1, the start of FY 2025. Other projects will be under design and will be released for bids when design plans are finalized, anticipating bid dates in the second quarter of FY 2025.

Staff Spotlight

Cliff Crull, Facility Manager

This month, we are highlighting a team member on our CAM Facilities Management team.

Cliff Crull has extensive knowledge of systems and groups within the Office of Facilities Management (OFM). He has successfully supervised groups to accomplish some of our most complex in-house energy management projects, including the Lutron lighting retrofit of the Denver Davison building, leading his team on a project funded by the Department of Commerce using a grant with a limited timeframe for completion; and also the ODOT building management system retrofit, working with the operations technicians to install and program a new Webcontrol system to replace a legacy building automation system that has exceeded its useful life.

In a previous role, Cliff successfully managed the day-to-day operations of the Lincoln Data Center, one of the most critical facilities to state operations that OMES OFM manages. 

He is now the OFM energy administrator, overseeing the building management group, operations (HVAC controls and repairs) and our grounds administration.  

Cliff has gained the respect of building management, operations, central maintenance and Capitol staff with his competence and knowledge of building systems and departmental processes and always strives to improve both his and his team's performance.

In his private life, he is an entrepreneurial independent filmmaker who has won various awards in regional film festivals.
