ODOL Advances Digital Licensing and Regulatory Modernization Efforts with Tyler Technologies

The Oklahoma Department of Labor (ODOL) continues to make progress on its partnership with Tyler Technologies to modernize licensing, inspections, enforcement, and other regulatory services through the State Regulatory Platform Suite (SRPS).

In August 2025, ODOL announced its partnership with Tyler Technologies to implement the cloud-based platform, which is designed to replace legacy systems and improve efficiency, transparency, and customer service. Since that announcement, ODOL and Tyler Technologies have been working to configure and develop online licensing services and internal regulatory tools that will support the Department's occupational licensing and safety programs.

The State Regulatory Platform Suite will provide a modern, digital solution for licensing, inspections, compliance activities, enforcement actions, and online payments. The platform is designed specifically for state regulatory agencies and will help streamline critical workflows while improving transparency, efficiency, and service delivery.

As part of this modernization effort, ODOL is developing online licensing services for the following programs:

  • Alarm, Locksmith, and Fire Sprinkler Industry
  • Alternative Fuels
  • Amusement Rides
  • Asbestos Abatement
  • Boilers and Pressure Vessels
  • Elevators
  • Welding

The new system will allow applicants and license holders to apply for licenses, submit renewals, make payments, and manage licensing information through a centralized online portal.

In addition to public-facing licensing services, the platform will support internal regulatory operations, including inspections, compliance monitoring, and enforcement activities across the Department's programs. The integrated system will provide inspectors and staff with modern tools to manage workflows and improve service delivery. Boiler inspections will continue to be conducted through the National Board's inspection platform and will not be included in Tyler's inspection management system.

ODOL currently anticipates the public-facing online licensing components of the project will become available in November 2026. Once implemented, the platform will provide a more efficient and accessible experience for Oklahoma businesses, license holders, and applicants.

Embedded within the State Regulatory Platform Suite is Tyler's field inspections solution, which integrates with the platform's licensing and enforcement functions. The mobile-enabled system is designed to support both online and offline field operations while providing flexible workflows tailored to regulatory inspection activities.

"This collaboration allows us to update our IT functions and most importantly offer online occupational licensure to our consumer base," said Labor Commissioner Leslie Osborn. "Digital licensing will create faster and more transparent pathways to employment, transforming how residents access work opportunities."

In addition to licensing modernization, ODOL has recently begun working with Tyler Technologies to modernize the agency's Wage and Hour claim process. The project is currently in the planning and development stages, with additional updates to be provided as work progresses.

Tyler Technologies has served the State of Oklahoma since 2001 and has provided payment processing services to ODOL since 2007. The State Regulatory Platform Suite is powered by Amazon Web Services (AWS) and is designed to help state agencies automate end-to-end regulatory processes while improving customer experience and operational efficiency.

ODOL will continue to provide updates as project milestones are reached and additional services become available.
