OKLAHOMA CITY – General Revenue Fund collections in February totaled $462.7 million, which is $11.5 million, or 2.6%, above the monthly estimate. This is $9.5 million, or 2%, below collections in February 2024. Total GRF collections for the first eight months of fiscal year 2025 are $5.3 billion, which is $51.9 million, or 1%, above the estimate, and $42.8 million, or 0.8%, below prior year collections for the same period.
"The state's general revenue remained on track with estimates last month, even pushing slightly ahead," said State Chief Operating Officer and OMES Director Rick Rose. "Higher-than-expected collections in gross production taxes for gas and oil offset the decline in income and sales tax categories. With four months left in the current fiscal year, we anticipate the GRF will stay relatively aligned with the Board of Equalization's current projections."
On Feb. 14, the state BOE met and certified re-estimates for FY 2026, which set the Legislature's appropriation authority at $12.4 billion for the 2025 legislative session. The February 2025 BOE packet also includes updated projections for the remainder of FY 2025.

As state government’s main operating fund, the GRF is the key indicator of state government’s fiscal status and the predominant funding source for the annual appropriated state budget. GRF collections are revenues that remain for the appropriated state budget after rebates, refunds, other mandatory apportionments and after sales and use taxes are remitted back to municipalities. In contrast, gross collections, reported by the state treasurer, are all revenues remitted to the Oklahoma Tax Commission.
