Wald's Words of Wisdom
Arnold Schwarzenegger's docudrama, Pumping Iron, features the quote, "The wolf on the hill is not as hungry as the wolf climbing the hill." For the CAM team, hunger in this case means an appetite for excellence. The hill we are hungry to climb is simply the OMES mission to serve those who serve Oklahomans, and serve them well.
Until we reach a level of customer service that meets or exceeds our expectations, we will continue to climb the hill. The accomplishments of the CAM team each month are only made possible by the strong relationships we build with our agency partners.

Deferred Maintenance Updates
April 2025 developments
As the end of the fiscal year approaches, the team is racing to finalize contracts for remaining projects on the eight-year plan. This month’s big push was getting projects through the solicitation phase to secure construction managers. Currently, 11 of the priority projects are in the solicitation phase.
A few buildings across the Capitol Complex are under construction, including the Will Rogers and Sequoyah buildings, which recently experienced delays in the delivery of materials that impacted their start dates. Meanwhile, the crews at the Hodge and Connors buildings are putting the finishing touches on the entrance replacements.
The Agriculture Building project has nearly finished the first of seven phases, and the contractors are beginning to mobilize to the next section of the facility. Repairs will be made to the lighting, ceiling grids, variable air volume control system and air handler units.

Surplus
Rollout of a new process improvement
This month, Surplus implemented a Memorandum of Understanding to improve how we serve city- and county-based agencies. In this new process, cities and counties are required to sign the MOU before they engage in any transactions with Surplus.
The MOU itself ensures compliance across the board by outlining a framework for these partnerships. By prioritizing mutual understanding, this MOU allows all parties to enter a partnership with Surplus on equal footing.
City/County MOU Requirement – Functions
- Defines the terms under which Surplus transactions are governed.
- Clarifies financial responsibilities and how funds or reimbursements are managed between the parties.
- Establishes accountability and ensures transparency in surplus handling and disposal.
Previously, each MOU had to be created through OMES' internal teams on a case-by-case basis, causing delays and risking agency disengagement. With a preapproved, on-hand MOU now available, Surplus can send the agreement directly to city/county agencies, immediately allowing for faster onboarding and a more proactive approach to meeting agency needs.

Real Estate and Leasing Services
Property SALE
This month, REALS held a sealed bid auction for a property owned by the Department of Mental Health and Substance Abuse Services Real Property Trust. Located in Oklahoma City at 1501 NE 11th St., the property was sold to the highest and best bid received.
The transaction will now move to closing procedures and be transferred to the winning bidder once all documents are completed and remaining monies are received.
Welcoming a new team member
James Reeves - Leasing Specialist
REALS welcomes James Reeves to our team. James is a licensed real estate agent with over 12 years of experience in the real estate field. He also has a record of public service that includes serving in the U.S. Army and working for the Oklahoma Tax Commission. James will be assisting customers with the space acquisitions and lease processes.
Facilities Management
Energy and taxpayer savings
The Office of Facilities Management was recently presented with a lighting rebate check from OG&E as part of our energy program. OFM takes a proactive approach to energy savings by identifying opportunities to save the state utility costs. This presentation check was a result of our lighting retrofit project at the Oliver Hodge Building, where we replaced outdated light fixtures with new LED lights and reduced fixture counts by approximately half while maintaining code-compliant lighting levels.
Automatic mowers at Capitol
OFM recently implemented robotic mowers at the State Capitol grounds. These mowers cut approximately one-quarter inch of grass each day. This constant trimming eliminates most weeds because they do not have a chance to develop seed pods, thus eliminating some of the need for chemical weed control measures. The use of automated mowers also limits the use of an outside vendor to maintain these sections of lawn, saving the state substantial amounts of money in the long run.

Welcoming a new Fleet team member
Fleet is pleased to welcome Jed Redeker to the team as our fleet systems manager. Born and raised in Oklahoma, Redeker joins the Fleet team with a B.B.A. in economics as well as a background in the Marines. He brings with him experience in logistics planning and operations, KPIs, reporting and analysis.
Redeker is a father to 10 children, and in his free time, he is an avid reader who enjoys DIY projects like building trebuchet catapults.
We appreciate the expertise Redeker brings to our operations and are happy to welcome him onto the Fleet team!

Emergency project reminders
With storm season underway, CAM Construction and Properties would like to increase agency-wide awareness of how CAP addresses emergency projects and how we help agencies throughout the process. CAP currently oversees three main areas related to emergencies: declaration, mitigation and restoration.
A comprehensive outline to help guide your agency through these steps is available on the Emergency Projects page of our website.
Emergency construction projects that require immediate intervention from the CAP team like natural disasters, major equipment failure or other critical incidents are handled according to the following process:
- An agency official notifies an agency director of the emergency condition.
- The agency* declares an emergency and sends an emergency declaration letter to the CAM Administrator.
- The agency reports the emergency to CAM Construction and Properties (CAP) within 10 days of the declaration of an emergency.
- The agency may choose to utilize one of the emergency mitigation contractors from CAP's registry.
- In emergency projects where full restoration is required, a project manager form CAP will be assigned to the project to oversee progress and guide your agency through the construction process.
CAP is ready to assist agencies with remediating emergency projects as they arise. Contact CAP team members Josh DeBaud or Dennis Pence with questions regarding emergency declarations or projects.

CAP responds to an emergency declaration at the Department of Commerce
The CAP team is currently coordinating an emergency project with the Department of Commerce that is affecting their roof and a set of stairs.
The building that the Department of Commerce is housed in is a renovated, historic church. Because of the building's historic nature, this project requires restoration work that CAP will oversee along with the rest of the necessary repairs.
Projects like these can be declared emergencies, and our staff will respond with boots on the ground to ensure your buildings are safe and functional!
Active project updates
Capitol Arch
Efforts are underway toward the construction of the Oklahoma Capitol Arch to honor the 45th Division of the Oklahoma National Guard. With the initial master plan by Mass Architects and the recent selection of Quad to build the 30x60 limestone arch, the bill passed through the 2024 Oklahoma Legislature with great support. The surrounding park will feature additional monuments to commemorate those who have served, as well as a small amphitheater and walking paths.
The original concept dates back to the initial design of the Capitol grounds in 1919, though it was excluded from construction due to funding constraints at that time. As this project has been revived after the completion of the Capitol Restoration Project in 2022, the Office of Management and Enterprise Services will oversee the effort through to its final fulfillment, over a century after its initial design.
Jim Thorpe Building
Construction at the Jim Thorpe Building continues to push forward, with mechanical ducting largely complete up to the fifth floor.
Plumbing and piping work is underway on the upper floors, and the basement slab trenches have been patched. Interior wall framing throughout the building is 90% finished, and the final insulation and drywall installation is in progress on every floor.
Interior electrical installation including fire suppression systems are underway, while installation for the waterline and storm drainage was initiated this month.
The team is also initiating mockups to restore the building's original limestone. Overall, we are exploring opportunities for the project's betterment that will be considered by the oversight committee.
Currently expected for completion in August 2026, the building's construction progress remains on schedule.
Allen Wright Library
Renovations at the Allen Wright Library are moving into the schematic design phase of architectural design.
Still on time and on budget, the team is beginning the pricing process to ensure that state archives and records are securely transferred and stored.
Central Printing and Interagency Mail
Tax documents printed at CP-IAM
For Central Printing and Interagency Mail, the last two weeks of January are what we call our "tax season crunch time." This is the time of the year we print, insert, meter and mail tax-related documents for several of our client agencies. To ensure that we are prepared, we begin in early October and work with our supply vendors on pricing, converting and delivering the custom envelopes and perforated stock needed for the different 1099-R, 1095, W-2 and benefit statement documents.
In 2025, we produced a quarter of a million tax documents. Every member of our team worked tirelessly to ensure that every statement was in the mail before the mandated Jan. 31 deadline.
Kudos from OK Aerospace
We recently received a kudos from Oklahoma Aerospace and Aeronautics after completing a print job for the agency's event at the Capitol.
"This success wouldn't have been possible without [Central Printing's] support. While many organizations have opted for digital QR codes for programs and information, I believe that in a lively environment like the State Capitol, a printed program is essential for our guests and attendees.

Cindy Holloway - Service Contract Specialist
This month we are pleased to highlight OFM's service contract specialist, Cindy Holloway! Holloway is always available to aid in any procurement effort for OFM. She is a proactive worker when it comes to assessing the most effective way to get things done with the building managers and vendors she collaborates with. She takes strong ownership of managing vendors, contracts and day-to-day operations as required to ensure the state is receiving what taxpayers pay for.
When she's not working, Holloway enjoys spending time with her grandchildren, exploring new restaurants with friends and family, and gardening as an artistic outlet.
