Sexually transmitted infections (STI) are infections that can be passed on from one person to another during sexual contact. They are caused by a variety of organisms including bacteria, viruses, protozoans and parasites.

Sexual Health and Harm Reduction Service
The mission of the Sexual Health and Harm Reduction Service (SHHRS) is to protect and promote the public’s health by intervening in the transmission of Human Immunodeficiency Virus (HIV), Sexually Transmitted Infections (STIs) and Hepatitis. The service concentrates its efforts in three areas: prevention and intervention - to prevent the spread of disease; care delivery - to connect those living with the disease to the care they need; and surveillance and analysis - to review data and develop plans to control the spread of disease and prevent future outbreaks.

Child Guidance Program
The Child Guidance Clinic at the Cleveland County Health Department works with families and children from birth to 18 years old to prevent problems and help families grow and develop together. There are no eligibility guidelines for obtaining services from the Child Guidance Program. Parents who wish to obtain services may call the Cleveland County Health Department for further information.
The Cleveland County Health Department Norman and Moore offices offer services 8:00 a.m. - 5:00 p.m. Monday through Friday. Please call the Norman office at (405) 321-4048 or the Moore office at (405) 794-1591 for more information.
Fees for services are provided on a sliding fee scale based on income and number of people in the family. A few services may be provided at no charge, regardless of income. Medicaid is accepted and third-party payments may apply. Child Guidance services are covered under SoonerCare (Medicaid). Services are not denied due to inability to pay.
SoonerStart / Early Childhood Intervention
SoonerStart is Oklahoma's early intervention program designed to meet the needs of infants and toddlers with disabilities and/or developmental delays.
The SoonerStart program, also known as Early Intervention, works with families of children birth-three years who have disabilities and developmental delays. The program is designed to assist parents and caregivers in enhancing children’s learning and development through everyday learning opportunities. The Cleveland County SoonerStart Program provides services for individuals and families in Cleveland County.
SoonerStart is a joint effort of the Oklahoma State Department of Education, the Oklahoma State Department of Health, the Department of Human Services, Department of Mental Health and Substance Abuse Services, the Oklahoma Commission on Children and Youth, and the Oklahoma Health Care Authority.

Providing Prevention, Learning, Understanding and Support
The WIC PLUS program in Norman integrates children’s developmental and educational services into County Health Department WIC clinics. A Child Development Specialist (CDS) and WIC nurse partner together to provide more complete care for families. At present, WIC PLUS is available for WIC families who receive WIC in the Norman office only.
Child Development Specialists in the WIC clinic help to provide a strong foundation for children by promoting early literacy skills, helping to increase protective factors, connecting parents to community resources, and educating parents on appropriate developmental skills.
WIC PLUS provides services to families with children birth through age 5 years. Any family participating in the WIC program can enroll in WIC PLUS. All children enrolled in WIC PLUS will receive a new book at each visit through the REACH OUT and READ Program to promote early literacy skills.

Children First
Children First is a free program for first-time mothers in Oklahoma that provides personal visits with specially trained nurses beginning early in the pregnancy and continuing through the child’s second birthday.
To be eligible, participants must meet the following requirements:
First-time mother.
Monthly household income at or below 185% of federal poverty level.
Less than 29 weeks pregnant at enrollment.
For your convenience, visits take place in your home. Visits begin while you are pregnant and continue until your child's second birthday. The visit schedule is tailored to meet the client's need. Learn how to install your child’s car seat or booster seat. Nationally certified child passenger safety technicians are available for appointment to check/install car seats and teach caregivers how to properly install car seats.
Free car seats/booster seats available for those who qualify financially. A limited number of free car seats and booster seats are available to those who qualify. Service available by appointment only. Applicant must provide proof of government assistance (i.e., WIC, SNAP, SoonerCare, etc.) The child, parent/legal guardian of the child, and vehicle MUST be present at appointment to receive a seat.

Birth Partners of Cleveland County is excited to offer FREE childbirth education classes twice a month to pregnant individuals, their families, and their labor support persons. Doula Services
Birth Partners of Cleveland County is now offering doula services at no cost for qualifying clients. You may be eligible to participate if you are between 12-35 weeks pregnant, willing to complete free childbirth education classes and are interested in receiving pregnancy, labor and birth support. See if you qualify and to sign up to receive more information.
Doulas are trained to provide physical, emotional, and informational support to a mother before, during, and shortly after childbirth to help her achieve the healthiest, most satisfying birth experience possible. Our doulas are DONA trained professionals, able to assist you in partnership with your medical provider.

Moore SECTION 8-604 FOOD HANDLER'S PERMITS A. It is unlawful for any person who operates a food service establishment or any place selling open and prepared foods in the city to hire, or permit to be hired, or permit to work gratis, any person who does not possess a current and unrevoked permit approved by the health officer.
B. It is unlawful for any person to work in any food service establishment or any place selling open and prepared foods in the city who does not have in his or her possession a current and unrevoked permit approved by the county.

It’s mosquito season! Did you know you can pick up mosquito larvicide for your yard free of charge? Stop by or call us for more information! See helpful tips to keep yourself and your family safe from mosquito bites this season.
Did you know there are over 60 types of mosquitoes in Oklahoma? Though not all of them carry disease, all of them are annoying!
In Oklahoma, the most common mosquito-borne disease is West Nile Virus. It is primarily transmitted through the Culex mosquito, which is the primary species the sanitarians have been capturing each week behind the health department. While most people never become ill, those that do can develop severe enough symptoms that they require hospitalization.
Take steps to protect yourself from bites and possible mosquito-borne diseases this summer:
Protect yourself indoors: repair window screens to keep mosquitoes out of the home. If you like to leave doors open, consider adding a screen door (permanent or removable). Mesh should be 16:1 grid size or smaller to keep out mosquitos.
Protect yourself outdoors: Use an insect repellent when outdoors. Be sure the repellent is appropriate for your use (whether that’s spray, lotion, or treated clothing), and contains an EPA-registered component. For more information on options that work and are safe, visit https://www.epa.gov/insect-repellents
Don’t be fooled by mosquito repellent wrist bands. The FTC has fined one maker $300,000 over deceptive marketing practices connected to the bands. Consumer Reports confirms that the general idea is not sound, and that mosquito bands are ineffective.
Different mosquito species are active at different times of the day, so it’s important to take precautions no matter the time of day.
Wear light-colored long sleeves and pants (weather permitting) to expose less skin to biting insects, and make those that do land easier to see. Closed-toe shoes with socks will also help prevent bites.
Prevent mosquitos before they start: treat, cover, or remove standing water outside. Mosquitos love to lay eggs in standing, stagnant water. Some species are even able to lay eggs in water that may evaporate, only to have the eggs continue their life cycle after the next rain. Take a look around your outdoor living spaces to find water collection points. For items like bird baths or pet water bowls, change the water daily.
Unclog gutters and lawn drains! Water trapped in a clogged gutter or drain system makes a great undisturbed spot for mosquito egg-laying.
Ticks
Going hiking, or out to the lake? Many of the same insect repellents and prevention tips that are good for mosquitos will also address ticks! After being outdoors—even in your own backyard-- carefully do a full-body check for ticks.

Bed bugs are tiny insects that are making a comeback in the US. They can cause itchy and painful bites, but do not appear to transmit diseases. Removing bed bugs can be a very hard task, and a licensed pest control operator is your best chance for achieving complete eradication. New Establishment Information
The process for opening a new establishment is the same for all varieties of business, whether you plan to open a full-service restaurant, food truck, hotel, bar, or shop selling only pre-packaged items.
If you plan to open a public bathing place (e.g., pool, hot tub) you will need to follow a different set of steps.
Steps to Licensure
Before construction, remodel, or a change of ownership even begins, contact one of the sanitarians by calling the Norman office of the Cleveland County Health Department at (405) 321-4048. We can answer any questions you may have and ensure that you have all the forms you need.
The next step is to complete the Plan Review Applicationand return it completely filled out with all supporting documents. One of the main delays in reviewing a set of plans is missing information, so if you are unsure of what we will need please do not hesitate to contact us. A $425 Plan Review Application fee will also need to be turned in at this time.
After reviewing the application, a sanitarian will be in contact with the applicant to let them know of any deficiencies to be corrected. The sanitarian will then work with the applicant on scheduling licensing inspections.
If you are within the city limits of Norman or Moore, the workers may be required to hold food handler cards. Please see above for more information on who needs a card and how to get one.

According to Oklahoma State Health Department Rule 310:257-15-12, a person shall not operate a food service establishment without a valid license or temporary operating permit issued by the Health Department.
