State Environmental Abatement Program

This non-mandatory State Environmental Abatement Program was initiated to provide public agency customers a responsive, cost effective solution for timely performance and regulatory compliance when dealing with environmental hazards in public buildings. This purchasing solution facilitates quick delivery of abatement services, on an as-needed basis, to any public agency including any state agency, board, commission, trust, municipality, county, school district or other state or local unit of government. The contract includes asbestos abatement, lead abatement, mold remediation and related remediation services.

The contracts are already in place and CAP handles the majority of the contract administration for your agency (see CAP Form M600E) for an administrative fee of 3.5% of the proposal amount, provided the agency accepts the proposal.

The contract was awarded to three vendors pursuant to an invitation for bids that considered pricing, capabilities and past performance. CAP verified references and customer satisfaction surveys from past customers as a part of the award process. Following each individual work order, the end user is asked to complete a Customer Satisfaction Survey as the vendor is required to maintain a high level of performance throughout the term of the contract.

Asbestos Abatement

  • EPA Certified and Oklahoma Department of Labor Licensed services for testing, abatement design and removal services.

  • Small-scale removal to accommodate normal facility maintenance. An example would be pipe insulation removal to facilitate replacing a boiler.

  • Emergency response cleanup, repair or removal, for example following a storm event or water damage that has or threatens to displace asbestos materials.

  • Asbestos abatement of any scope, such as may be necessary for a planned building renovation project. In this case, the vendor may be engaged early to coordinate with the design and construction team to minimize the impact to a project’s cost and schedule.

Lead-based Paint Abatement

  • Certified by the Oklahoma Department of Environmental Quality.

  • “Lead-Safe” work practices to accommodate minor work, such as window replacement.

  • Large-scale lead paint removal to remove a lead paint or dust hazard, or to accommodate renovation work.

Mold Remediation

  • Common sense approach to remediation of abnormal mold intrusion using EPA approved processes and published guidelines.

  • Isolation, containment and removal of visible mold damage due to water intrusion or malfunction of the building’s HVAC system (traditional mold abatement approach).

Mold Remediation - Chlorine Dioxide Fumigation

  • Chlorine dioxide fumigation provided by an approved subcontractor, licensed as a fumigant applicator by the Oklahoma Department of Agriculture with an approved EPA Label for the process (one of only two firms nationwide).

  • The benefits of using chlorine dioxide fumigation include:

    • Following water intrusion, fumigation eliminates low-level contamination before mold has the time to “amplify” into a larger, more costly remediation project.

    • Penetrates thoroughly to hidden surfaces to virtually eliminate mold present in the indoor environment. The process is also approved for mold abatement in ductwork.

    • Can greatly reduce the costs associated with removal of lightly damaged materials and thus saves substantially on necessary demolition and reconstruction work.

    • Renders dead mold spores non-allergenic. The process is beneficial to abate low to severe mold contamination in problem areas, such as old buildings (i.e. musty carpet), damp basements or anywhere employees have concerns with allergens or indoor air quality issues. The fumigation treatment is also an effective deodorizer.

    • Chlorine dioxide is a clean chemistry that breaks down quickly after treatment to common salts and water vapor, leaving no visible residue.

  • Proven performance of the vendor assuring project issues are minimized.

  • Managed Contract. CAP continually measures contract performance via customer satisfaction surveys and assists the customer with any problems that may arise.

  • Regulatory compliance. The customer does not need to acquire outside expertise to write complicated technical designs or bid documents. The contract provides for comprehensive regulatory compliance by the expert vendor.
