December GRF collections 21% above monthly estimate

OKLAHOMA CITY – General Revenue Fund (GRF) collections in December 2025 totaled $861.2 million, which is $149.7 million, or 21%, above the monthly estimate. This total is also $122.5 million, or 16.6%, above collections from December 2024.

GRF collections for the first six months of fiscal year 2026 stand at $4.1 billion. This is $235.1 million, or 6.1%, above the year-to-date estimate and $86 million, or 2.1%, above collections from the same period in FY 2025.

"We've had a strong first half of the fiscal year, with December collections coming in well above both the monthly estimate and last year's levels," said OMES Director Mark Wood. "These collections generally align with the State Board of Equalization's recent projections, and we'll re-examine estimates during the board's February meeting. At the six-month mark, Oklahoma's solid financial performance puts us in a good position as we head into the second half of the year."

As state government’s main operating fund, the GRF is the key indicator of state government’s fiscal status and the predominant funding source for the annual appropriated state budget. GRF collections are revenues that remain for the appropriated state budget after rebates, refunds and other mandatory apportionments, and after sales and use taxes are remitted back to municipalities. In contrast, gross collections, reported by the state treasurer, are all revenues remitted to the Oklahoma Tax Commission.
