November GRF collections 4.7% below monthly estimate, YTD totals remain strong
OKLAHOMA CITY – General Revenue Fund (GRF) collections in November totaled $573.1 million, which is $28.1 million, or 4.7%, below the monthly estimate. This total is also $28.5 million, or 4.7%, below collections from November 2024.
GRF collections for the first five months of fiscal year 2026 stand at $3.2 billion. This is $85.4 million, or 2.7%, above the year-to-date estimate and $36.5 million, or 1.1%, below collections from the same period in FY 2025.
“Oklahoma’s economy is strong, and our sales tax collections show that people are spending and businesses are thriving,” said Oklahoma Chief Operating Officer and interim OMES Director David Ostrowe. "With the right leadership and careful management, Gov. Kevin Stitt is keeping our state on a solid path, making sure we can continue to deliver the services Oklahomans rely on.”
November 2025 revenue tables are available on the OMES website.
NOTE: The Total Income Tax category is made up of both individual and corporate income tax.
As state government’s main operating fund, the GRF is the key indicator of state government’s fiscal status and the predominant funding source for the annual appropriated state budget. GRF collections are revenues that remain for the appropriated state budget after rebates, refunds and other mandatory apportionments, and after sales and use taxes are remitted back to municipalities. In contrast, gross collections, reported by the state treasurer, are all revenues remitted to the Oklahoma Tax Commission.
