OKLAHOMA CITY – General Revenue Fund (GRF) collections in May totaled $643.5 million, which is $45.7 million, or 6.6%, below the monthly estimate. This total is also $9.3 million, or 1.4%, below collections from May 2024.
GRF collections for the first 11 months of fiscal year 2025 stand at $7.8 billion. This is $98.2 million, or 1.3%, above the year-to-date estimate and $86.1 million, or 1.1%, above collections from the same period in fiscal year 2024.
“May marked the first month since November that collections came in below expectations, driven in part by shortfalls in sales tax and income tax performance,” said OMES Director Rick Rose. “Even so, year-to-date totals remain ahead of both the estimate and last year’s pace. With one month remaining in FY 2025, Oklahoma is well positioned to close out the fiscal year on stable financial footing.”
Gross production tax collections outpaced other categories in May, coming in 2% above the monthly estimate and 369.3% higher than the prior year. The decline in individual income tax is attributed to May 2025 having one reporting day fewer than May 2024.

As state government’s main operating fund, the GRF is the key indicator of state government’s fiscal status and the predominant funding source for the annual appropriated state budget. GRF collections are revenues that remain for the appropriated state budget after rebates, refunds and other mandatory apportionments, and after sales and use taxes are remitted back to municipalities. In contrast, gross collections, reported by the state treasurer, are all revenues remitted to the Oklahoma Tax Commission.
