April GRF collections strongest of fiscal year

OKLAHOMA CITY – General Revenue Fund (GRF) collections in April totaled $1.13 billion, which is $61.1 million, or 5.7%, above the monthly estimate. This total is also $116.6 million, or 11.5%, higher than collections from April 2024.

GRF collections for the first 10 months of fiscal year 2025 stand at $7.2 billion. This is $143.9 million, or 2.1%, above the year-to-date estimate and $95.4 million, or 1.4%, above collections from the same period in fiscal year 2024.

“April marked the strongest month of the fiscal year, with General Revenue Fund collections surpassing expectations across multiple categories,” said OMES Director Rick Rose. “Exceptional growth in personal income tax revenue continues to drive overall gains, reflecting a healthy labor market and rising wages in Oklahoma. As we enter the final stretch of fiscal year 2025, year-to-date collections remain solidly ahead of estimates and last year’s pace.”

The strongest growth came from personal income tax collections, which were 15.3% above the monthly estimate and 2.3% higher than the prior year. This growth is attributed to wage increases and a larger workforce statewide.

As state government’s main operating fund, the GRF is the key indicator of state government’s fiscal status and the predominant funding source for the annual appropriated state budget. GRF collections are revenues that remain for the appropriated state budget after rebates, refunds, other mandatory apportionments and after sales and use taxes are remitted back to municipalities. In contrast, gross collections, reported by the state treasurer, are all revenues remitted to the Oklahoma Tax Commission.
