Oklahoma Purchasing Manual now available
OMES Central Purchasing is excited to announce the publication of a new resource: the Oklahoma Purchasing Manual. This manual serves as a comprehensive guide to all aspects of state procurement, including detailed information on the Central Purchasing Act, purchasing hierarchy, statutory authority and more.
NOTE: OMES Central Purchasing has historically issued relevant guidance through Procurement Information Memorandums (PIMs). All previous PIMs are now individually revoked and integrated into this manual, which will be updated annually. Urgent changes outside this schedule will be reflected in a PIM as a temporary solution, and all new PIMs will be integrated into this manual each year.
Requirements for AI and enterprise technology procurement
As a reminder, all agency procurement involving artificial intelligence (AI), digital technologies or AI-related capabilities must include early notice to, coordination with and participation from State Chief AI and Technology Officer Tai Phan.
Additionally, all purchases related to enterprise technology require approval from the state chief information officer (CIO). OMES stands ready to support your teams as a strategic partner – ensuring that the State of Oklahoma adopts secure, cost-effective and scalable technology solutions that meet our shared mission.
Procurement U access changes
Beginning Jan. 1, 2026, full access to Procurement U's free course catalog will be available only to NASPO members and Procurement Professionals Alliance (PPA) members.
Non-NASPO members who join before Jan. 1, 2026, will receive free membership and access to Procurement U for two years. OMES Central Purchasing understands that many agency CPOs who currently utilize Procurement U's trainings to obtain CEUs will lose access to this free resource, and we are currently exploring additional training opportunities for CPOs to earn CEUs.
New sole source type added
OMES Central Purchasing has added a sixth sole source type within the PeopleSoft system, which is now available for agencies to select.
New sole source type details:
The new sole source type is designated to address procurements where the use of a specific vendor is mandated by legislative action.
- PeopleSoft Selection Title: TYP6 – Statutory Requirement
- Reason for Sole Source: The Legislature names a specific supplier an agency must use, either in an appropriation bill or statute.
State Use items now available from Staples Business
The Staples Business site is now available for agencies to browse and purchase State Use items. To begin shopping, create an account under the State of Oklahoma profile.
Statewide Contracts

The following statewide contracts are currently open for solicitations:
- SW0178: 911 operations training.
- SW0837: Traffic paint and glass beads.
- SW1079: Microsoft products and services.
- SW0092: Hazardous waste removal services.
