State Use Program update

After careful consideration, OMES Central Purchasing has determined it is in the best interest of both the State Use Program and state agencies to discontinue our partnership with WorkQuest Oklahoma.

The program will now operate in-house with OMES Central Purchasing, returning to the structure we maintained prior to contracting with WorkQuest Oklahoma.

Form CP138, which enables agencies to request exceptions from the State Use Program, has been updated to reflect the recent program updates and is now available in the CP Library.

House Bill 2164

House Bill 2164, effective Nov. 1, introduces major reforms to Oklahoma's procurement and ethics laws by enacting several new statutes and amending several existing statutes to increase transparency, prevent conflicts of interest and strengthen accountability. 

The bill establishes new felony offenses for misuse of nonpublic information, collusion, premature bid disclosure and failure to disclose financial or personal relationships in contracting. It requires all bidders and sole source recipients to submit notarized conflict disclosures and prohibits public officers from participating in matters where they or associated entities have a private economic interest.

A new provision also mandates that every contract, change order, extension, renewal or amendment must include a signed certification by the agency's chief executive officer affirming that no officer or employee with a personal or financial interest participated in the development, approval or negotiation of the agreement.

OMES Central Purchasing will soon release guidance on how to comply with these new legislative requirements.


2025 State Suppliers Expo

The 2025 State Suppliers Expo, held on Aug. 5-6, was a strong success thanks to the support of and collaboration among numerous teams and partner agencies.

Designed to connect Oklahoma businesses with state agencies and partners, the expo brings everyone together under one roof to help the private sector explore government contracting opportunities in a meaningful and accessible way.

This year's event welcomed 603 attendees, featured 29 participating agencies and recorded 223 supplier interactions at the Supplier Registration booth.

We extend a special thank-you to our partner agencies for their presence, expertise and contributions to the event's success!
