All state agencies, including those with statutory exemptions from direct Fleet Management oversight, are required to take the FY 2026 Fleet Management Vehicle Survey, which closes today at 5 p.m. Find full details in the Fleet Management section.
As the 2026 legislative session wrapped up, lawmakers sent around 500 bills to the governor and more than half have already been signed into law.
One of those measures, House Bill 3418, updates the state’s Public Competitive Bidding Act by strengthening transparency, tightening conflict‑of‑interest rules, and standardizing how public agencies collect and evaluate quotes and bids.
This bill expands competitive bidding requirements to include written quotes, modernizes purchasing thresholds and adds felony penalties for public officials who intentionally share or withhold confidential bid information. HB 3418 also requires contractors and vendors to disclose ownership stakes of more than 10%, helping agencies identify potential conflicts before contracts are awarded. These changes aim to ensure public dollars are spent fairly, competitively and with full transparency.
HB 3418 takes effect Nov. 1, 2027.

Federal Surplus program vehicle aids in saving lives
Oklahoma’s Federal Surplus program provided the avenue to access an armored vehicle that played a key role in protecting officers during a high‑risk law enforcement response in LeFlore County on April 19.
The Tactical Response Unit, transferred to local agencies at no cost through the state‑managed program, was used to provide ballistic protection and a secure approach point for personnel from multiple jurisdictions – including the LeFlore County Sheriff’s Office, Wister Police Department, the U.S. Forest Service, the Oklahoma Highway Patrol and other partners – allowing for a unified command structure throughout the incident. Officials said the armored vehicle allowed officers to maintain visibility, communication and safe positioning during a prolonged standoff, preventing further injury and enabling teams to bring the situation to an end.
Pocola Police Chief Wayne Barnett said the department’s armored Tactical Response Unit – described as a Mine-Resistant Ambush Protected vehicle – played a critical role in getting officers to safety.
“It is a very invaluable piece of equipment,” Barnett said. “I absolutely believe it saves lives.”

Statewide deferred maintenance plan
The Long-Range Capital Planning Commission (LRCPC) approved the OCAMP Five-Year State Building Deferred Maintenance Plan, as well as $50 million in funding for the FY 2026 portion of the plan. REALS is currently working with agencies to prioritize their FY 2026 projects so the allocation can be distributed among the approved initiatives.
Background
In 2024, the Oklahoma Legislature passed Senate Bill 1399, creating the Oklahoma Capital Assets Maintenance Protection Act (OCAMP). The act established funding for the maintenance and preservation of the state's capital assets, including state-owned buildings. Then, in 2025, the state Legislature passed SB 1169, transferring oversight of the plan and distribution of funding to the LRCPC. The act requires the creation of a five-year statewide deferred maintenance plan to address statewide assets, which OMES has been tasked with coordinating.

Annual Vehicle Survey
The FY 2026 Fleet Management Vehicle Survey concludes at 5 p.m. today, May 29. This year’s survey collected data for the period of Jan. 1-Dec. 31, 2025.
This survey is mandatory for all state agencies, including those with statutory exemptions from direct Fleet Management oversight per 74 O.S. §§ 78(A) and 78d, to ensure accurate statewide reporting on vehicle inventory and financial conditions to the governor, president pro tempore of the Senate and speaker of the House.
Survey instructions:
The survey allows you to choose one of the following methods for submitting your agency’s inventory data:
- Email template: Complete the Excel template and email it to jed.redeker@omes.ok.gov.
- Data attestation: Attest that your agency's full data is already updated in Fleetio, confirming all vehicles are accurately recorded per 74 O.S. §§ 78(A) and 78d.
- Microsoft form: Complete the data fields directly within the survey (for smaller agencies with fewer than 10 vehicles).

New vehicles and modern safety features
Agency partners will soon notice new additions to our fleet as several units are being replaced. Incoming models include Chevy Equinox, Chevy Trax, and Ford passenger vans and trucks such as the Ford Maverick. These updated vehicles are expected to enhance reliability, improve efficiency and support the evolving needs of state agencies.
Alongside the vehicle refresh, newer models now feature advanced driver assistance technologies designed to make travel safer for everyone. These tools support drivers by providing real-time alerts and automated responses in critical situations.

New CAP Fee Schedule
OMES CAM Construction and Properties has prepared a new CAP Form M710, CAP Fee Schedule, that is in effect as of May 17, 2026. This modified schedule has reduced the number of fee codes; it has not raised any fees.

Active project updates
Jim Thorpe Building
The Jim Thorpe renovation is nearing completion. Key construction milestones include finished roofing, paver systems, benches and drywall. Restoration of plaster and marble is nearing completion, the fire alarm system is fully operational, and elevator cab finishes are wrapping up.
Terrazzo and flooring work is complete on the second, third and fourth floors, with ongoing progress on the first and fifth. Exterior paving on the southern half, the dock area and the limestone cladding at the raised planters and cooling‑tower enclosure are now complete. Furnishings have arrived and tenant renovations have begun.
The project is on schedule to finish this fall.
National Guard Arch and Park
Work on the 45th Division National Guard Capitol Arch project is progressing as planned and has reached several major milestones this month. Metal roof framing and decking are currently underway and scheduled to be completed in June.
The first delivery of stone has arrived, and two additional stone shipments are expected over the coming weeks. The masonry contractor has begun their quality control checks and stone layout to prepare for installation.
New online ordering system
Central Printing is transitioning its online ordering platform from MyOrderDesk to DocketManager, a modernized system designed to offer customers more flexibility and a smoother ordering experience. The new site will expand online ordering options, provide real‑time order tracking and support digital quote approvals, making it easier for agency partners to manage their print needs.
Employees who currently use MyOrderDesk to order business cards will be gradually moved to the new platform as the rollout continues. Central Printing also welcomes anyone who is not yet ordering business cards online, is interested in exploring additional online products or simply wants to be among the first to join, to help test the new system. Early adopters play a key role in ensuring the platform launches smoothly.
