Federal Surplus helps preserve aviation history with donation
The Federal Surplus program is proud to announce the donation of an A-10 Thunderbolt II aircraft, commonly known as the Warthog, to the Tulsa Air and Space Museum.
The aircraft will serve as an educational centerpiece and historical exhibit for visitors of all ages. The successful transfer of the A-10 required coordination across multiple agencies and stakeholders. This donation underscores the broader mission of the Federal Surplus program: maximizing the value of surplus assets while supporting government entities, nonprofit organizations and the communities they serve.
For more information about surplus property and donation opportunities, please contact the State Surplus program.

Statewide deferred maintenance plan
OMES has been collaborating with state agencies to gather information for the state-owned-building deferred maintenance plan. REALS is compiling the information into a comprehensive plan to submit to the Long-Range Capital Planning Commission (LRCPC) to assist the commission and the Legislature in making informed decisions about building maintenance. OMES will present the FY 2026 plan at the LRCPC's next scheduled meeting in April.
Background
In 2024, the Oklahoma Legislature passed SB 1399, creating the Oklahoma Capital Assets Maintenance Protection Act (OCAMP). The act established funding for the maintenance and preservation of the state's capital assets, including state-owned buildings. Then, in 2025, the state Legislature passed SB 1169, transferring oversight of the plan and distribution of funding to the Long-Range Capital Planning Commission (LRCPC). The act requires the creation of a five-year statewide deferred maintenance plan to address statewide assets, which OMES has been tasked with coordinating.

National Guard Arch and Park
Construction of the 45th Division National Guard Arch, located south of the State Capitol, continues to advance.
The arch’s east and west towers are finished, and construction of the concrete walls that will form the arch’s interior structure is now 80% complete. The crew continues to coordinate with electrical, plumbing, framing and roofing contractors. Decorative stone veneers will be added to the arch's exterior walls in April.
Created by HB 4012 during the 2024 legislative session, the 45th Division National Guard Arch and Park aims to honor the bravery and sacrifice of Oklahoma’s National Guard service members and provide a dedicated space of reflection and remembrance for visitors to the Capitol.
