As we enter 2026, OMES Capital Assets Management looks forward to continuing to support our partner agencies across the state. In this edition of the CAM Newsletter, we'll cover updates from our various teams.

2025 Real Property Asset Report

The latest annual Real Property Asset Report is now complete. This comprehensive report provides a transparent, detailed look at the State of Oklahoma's significant real estate assets. The 2025 report is currently published on the OMES CAM Real Estate and Leasing Services REALS Reports webpage.

REALS relies on self-reported data from all state agencies, boards, commissions and public trusts. We sincerely thank all entities who contributed data to this year's report for their efforts.


State-owned-building Deferred Maintenance Plan

OMES has been collaborating with state agencies to gather the information for the state-owned-building plan. The deadline for participating agencies to submit their information was Jan. 16, and REALS is reviewing the information and assisting agencies with finalizing their submissions. The next step will be to compile the information into a comprehensive plan to submit to the LRCPC.

Background

In 2024, the Oklahoma Legislature passed SB 1399, creating the Oklahoma Capital Assets Maintenance Protection Act (OCAMP). The act established funding for the maintenance and preservation of the state's capital assets, including state-owned buildings. Then, in 2025, the state Legislature passed SB 1169, transferring oversight of the plan and distribution of funding to the Long-Range Capital Planning Commission (LRCPC). The act requires the creation of a five-year statewide Deferred Maintenance Plan to address statewide assets, which OMES has been tasked with coordinating.


Space reviews in Claremore, OK

REALS recently conducted space reviews in Claremore at spaces leased by Service Oklahoma, Oklahoma Human Services, the Department of Corrections and the Office of Juvenile Affairs. Space reviews allow the team to evaluate how physical space is being utilized, assess the condition of facilities and determine how well the current environments align with the operational needs of state agencies.

During these site visits, REALS had the opportunity to listen to the needs and concerns of our agency partners, identify opportunities to assist with moving to new locations, and collaborate with current landlords to improve existing conditions. The REALS team always enjoys the opportunity to meet with agencies in person and build strong, productive relationships.

Active project updates

The 45th Division National Guard Arch and Park

Capitol Arch walls in progress

Construction of the 45th Division National Guard Arch, located south of the State Capitol, is moving into its next phase now that foundation work for the monument is complete.

The arch’s concrete foundation, underground drainage and electrical systems are finished, and construction of the concrete walls that will form the arch’s interior structure is now 25% complete. 

Created by House Bill 4012 during the 2024 legislative session, the 45th Division National Guard Arch and Park aims to honor the bravery and sacrifice of Oklahoma’s National Guard service members and provide a dedicated space of reflection and remembrance for visitors to the Capitol.


Jim Thorpe Building

Jim Thorpe Building updates

Following last month's update, renovation of the Jim Thorpe Office Building continues to advance and completion remains on target for August 2026.

Core interior work is progressing, with fire suppression systems nearing completion, ceiling framing finished and most ceiling, painting, door hanging, tiling and terrazzo restoration work now underway across multiple floors. Plaster and marble restoration has moved to roughly 80% complete, and crews have begun cleaning limestone  within the interior lobby.

Outside, re-roofing in its final phase, exterior limestone cleaning and restoration is now finished, and new concrete support structures are 80% complete. Earthwork for new paving and sidewalks is about three-quarters done, and ramps and stairs are being prepared for final installation.


New plants to take root in OKC Bombing Memorial Grove

OMES is currently planting new trees in the Oklahoma City Bombing Memorial Grove, located in the Capitol Complex between the Oliver Hodge and M.C. Connors buildings.

The new species – called autumn gold ginkgo trees – are slow-growing, drought- and disease-resistant, and well suited to urban environments, making them a long-term fit for Oklahoma’s changing seasons.

In the center of the grove, we are also planting native serviceberry, which will add white spring blossoms and vibrant fall colors to the landscape. As always, OMES strives to keep the Capitol Park grounds a welcoming, beautiful area for state employees and visitors alike.


2025 tax document mailings

Central Printing and Interagency Mail is currently finalizing critical tax document mailings for the Teachers' Retirement System, Oklahoma Public Employees Retirement System and OMES Payroll. This year, the process consists of printing, inserting and mailing approximately 150,000 tax-related documents within a two-week window.
