Capitol Building diorama donation
OMES CAM Surplus recently facilitated the donation of a remarkable piece of history: a detailed model of the Oklahoma State Capitol as originally designed by Solomon Layton and S. Wemyss Smith. Built in 1991 by architecture students at the University of Oklahoma, this diorama is a testament to both craftsmanship and our state’s legacy.
When individuals at OU reached out about finding a permanent home for this piece, the Surplus team worked closely with the Oklahoma Historical Society to coordinate the delivery and documentation. This will help ensure that this architectural treasure is preserved for Oklahomans to enjoy for years to come.
We’re privileged to serve as the bridge that connects state resources with the organizations that honor our heritage.
Statewide deferred maintenance plan
The OCAMP Five-Year State Building Deferred Maintenance Plan has been approved by the Long-Range Capital Planning Commission (LRCPC). The CAM REALS team will keep you updated.
Background
In 2024, the Oklahoma Legislature passed Senate Bill 1399, creating the Oklahoma Capital Assets Maintenance Protection Act (OCAMP). The act established funding for the maintenance and preservation of the state's capital assets, including state-owned buildings. Then, in 2025, the state Legislature passed SB 1169, transferring oversight of the plan and distribution of funding to the LRCPC. The act requires the creation of a five-year statewide deferred maintenance plan to address statewide assets, which OMES has been tasked with coordinating.
Work requests
Remember, it's never been easier to submit work requests for your building.
To request maintenance for plumbing issues, HVAC problems, water leaks, structural issues, pest control and other concerns, simply select the link specific to your building on the right.
When submitting a request, please include specific location details, such as the floor in question and room numbers, if applicable.

Annual Vehicle Survey
The FY 2026 Fleet Management Vehicle Survey will be distributed via email early next week. This year’s survey collects data for the period of Jan. 1-Dec. 31, 2025.
To simplify the reporting process, your agency can choose the method that works best for your records:
- Excel template: Complete and return the provided data spreadsheet.
- Microsoft Form: Submit your information through an online survey.
- Data attestation: Simply attest that your existing data in Fleetio is accurate and up to date.
To ensure a smooth reporting process, please take a moment to verify that your agency’s vehicle records, maintenance reporting and usage logs are updated.
New CAP Fee Schedule
The new CAP Fee Schedule (Form M710) is now available on the OMES CAM CAP Forms page and will be effective May 17. The current Fee Schedule is still in effect through May 16.
Active project updates
Jim Thorpe Building
Renovation of the Jim Thorpe Building is advancing at a steady pace and remains on target to be completed by August. Tenants are scheduled to begin moving in during September.
Inside, the final stages of drywall installation are underway, and multiple floors are currently being painted. The installation of fire alarm system devices is ongoing, ensuring adherence to safety standards. Additionally, the building's generator is in the process of being installed.
On the exterior front, the curbs and gutters have been completed. The dock area paving is also complete, with concrete sidewalks nearly done. Exterior furnishings for the ground level and terrace have been ordered and are set to be installed upon arrival.
National Guard Arch and Park
Construction of the 45th Division National Guard Arch remains on track.
The concrete walls forming the arch’s interior structure are complete, and installation of the metal roof framing and decking began at the end of April. Once the stones are delivered in early May, decorative veneers will be applied to the exterior walls.
Created by HB 4012 during the 2024 legislative session, the 45th Division National Guard Arch and Park aims to honor the bravery and sacrifice of Oklahoma’s National Guard service members, providing a space of reflection and remembrance for visitors to the Capitol.
