Surplus
Update to disposal process: Unusable property fee
Due to administrative rule changes, OMES CAM Surplus will begin charging agencies a $5 disposal fee for items that cannot be reutilized or repurposed due to the property's condition. This process will take effect Dec. 1.
Instructions for agencies
- Complete and submit a Surplus Property Transfer request (Form SS001A) and a property list that contains all items for disposal.
- The Surplus operations manager will review each item to determine if it can be reused or repurposed, or if it requires disposal.
- Unusable items will be assessed a $5 fee per piece.
- Fees are billed directly to the agency at the time of disposal.
Exceptions
- Items sent for recycling under approved state programs may be exempt.
- Any exceptions must be approved in writing by the Surplus operations manager.

Department of Libraries archives now open at the Will Rogers Building
While the Allen Wright Memorial Library undergoes renovations, the Oklahoma Department of Libraries (ODL) has temporarily relocated to the Will Rogers Building. ODL will continue to provide comprehensive information services and research support to state agencies, elected officials and the public at this new location.
ODL offers curated collections focusing on law, legislation, state and federal documents, and Oklahoma’s rich literary history, as well as personalized records management support for state agencies.

Parking updates for the Capitol Complex
In December, staff located throughout the Capitol Complex may notice changes to the parking lots. These changes will primarily be at the Will Rogers, Sequoyah, Oliver Hodge and M.C. Connors buildings.
What to expect:
- Reserved parking: Signs will be installed to reserve a limited number of spots for tenant agencies. These spaces will be clearly marked.
- Mobility permits: Signs will be installed to reserve parking at each of these buildings for tenants with a mobility permit.
- Mobility permits will be issued by OMES through each agency's human resources department.
- Mobility permits allow employees needing an accommodation to park in the reserved spaces on a first-come, first-served basis.
- Visitor spots: Each building will still have a small section reserved for visitors.
- ADA parking: Each building will still have ADA accessible parking that is available to tenants and guests.
- Unreserved parking: All unreserved parking will be available to the tenants of all buildings in the Capitol Complex.
We understand that parking across the Capitol Complex is becoming increasingly limited, and we're working to address the situation. As we begin to roll out these improvements, more information and resources will be shared.

Facilities Management
Reminder: Building access and security
The Office of Facilities Management is committed to maintaining a safe and secure work environment for all state employees. Procedures are in place to protect both employees and state assets, and your vigilance helps us maintain a secure workspace for everyone.
Key reminders:
- Access to state property is granted only to current employees and their authorized guests.
- Each employee is issued one key fob or badge for entry into their assigned work area.
- Lost fobs/badges must be reported immediately to Human Resources for deactivation.
- Visitors and vendors must sign in at the reception area. Employees are responsible for escorting their guests at all times while in secured areas.
- Do not allow known or unknown individuals to enter behind you (tailgate) through secure doors. If you are uncomfortable confronting an individual who attempts to tailgate, contact your supervisor or security immediately.
- Entry activity is automatically recorded each time a badge or fob is used.

Construction and Properties
Kelley Building
Demolition in both buildings is now complete. In the annex, crews are progressing with mechanical, electrical and plumbing work, along with framing and sheetrock installation.
In the main building, we are continuing mechanical, electrical and plumbing work as well as installing major equipment. Roofing activities are scheduled to begin after these steps have been completed.
45th Division National Guard Arch and Park
Construction on the 45th Division National Guard Arch and Park is underway, with the building pad just completed.
Other items completed this month include the underground electrical infrastructure and the pathways below the foundation. In December, work will begin on the concrete foundation, underground storm drains and masonry.
Jim Thorpe Building
The fire suppression systems, ceiling framing, drywall and electrical systems are all nearing completion.
Reroofing is halfway complete. Crews are beginning to paint on multiple floors. Meanwhile, the interior plaster and marble restoration is about 60% complete. In the coming months, terrazzo, ceramic tile, carpeting and millwork installation will start.
The Oklahoma Water Resources Board area is in the design stage, and leasing discussions with a final potential tenant are in progress. Completion of the project is slated for August 2026, though select areas of the building are on track to be completed ahead of schedule.

Employee spotlight
Dustin Greenberg, facility administrator
This month, we're excited to highlight a valued member of our team – Dustin Greenberg!
While Dustin mostly operates behind the scenes, he is an instrumental part of our Office of Facilities Management team. He's been working for OMES for eight years, starting on the Central Maintenance team and working up to his current role as the facility administrator. In this role, he oversees all 28 OMES-managed buildings and their respective facility managers, ensuring they have the resources they need to succeed.
His favorite part about working for OFM is the people he works with. "We have a lot of moving parts; you never know what can happen or change day to day," said Dustin. He acknowledges that people make it all worth it.
While Dustin has worked on many projects for the state, his favorite project has been the transformation of the Jim Thorpe Building. "It's wild knowing what it used to be, seeing it all stripped away and the rebuild happening now," remarked Dustin.
In his free time, he is involved in a plethora of organizations, including serving as an elected official for his local school board. Dustin also enjoys spending time with his kids and coaching his daughter's softball team and his son's basketball and football teams. Additionally, he loves the outdoors and takes every opportunity to go camping, hunting, trail riding and boating with his wife.
