The late Apple CEO Steve Jobs said that “great things in business are never done by one person; they’re done by a team of people.” Teamwork is essential to the mission of how Capital Assets Management conducts business on a day-to-day basis.
The CAM team prioritizes professionalism, collaboration and exceptional communication in everything we take on. Whether we call it teamwork, partnership or collaboration, I know that our teams will achieve great things in Oklahoma by working together. CAM is committed to the business of teamwork, excellence and service.

Deferred Maintenance Updates
The countdown is on, with only one month left in fiscal year 2025. This month, the deferred maintenance team focused our collective efforts on resoliciting select projects, coordinating more effectively with our agency partners/tenants, and finalizing contracts for any remaining projects.
A few highlights from May:
- The entryway replacement projects at the Oliver Hodge and M.C. Connors buildings wrapped up. In addition to providing more accessible entryways for staff and the public, OMES was able to upgrade and enhance the access control systems to further secure the buildings. The courtyard and staff entrances at both buildings are again available for use.
- Across the street, the Will Rogers and Sequoyah buildings finally kicked off construction, despite a few delays. The entryways on all four sides of each building will be replaced to ensure proper accessibility.
- Several projects entered the submittal phase, during which the general contractor on a project works with subcontractors to approve equipment and materials before fabrication and delivery.
- Over on the south side of the Capitol Complex, the contractors assigned to the Denver Davison Building electrical project are preparing to begin construction on May 31.
- Construction also kicked off at the Transportation Building, which will see all five of its elevators replaced in a phased approach. The air handler project has also picked back up, as the air handler was delivered and assembly has begun.

Each form now includes step-by-step instructions designed to guide agencies through the process with clarity and ease. Additionally, our friendly staff is always available to assist, through Microsoft Teams or by phone, should you need any help along the way.
We’re committed to making this process as smooth and user-friendly as possible.
Recognition from GovDeals
Recently, Surplus was recognized at our facility by our resale partner, GovDeals. Surplus received various awards, including one for achieving more than $10 million in online sales throughout our partnership with GovDeals.
We successfully crossed this threshold by streamlining processes, enhancing the accessibility of our services to our customers, and maintaining our team's diligence in responsibly managing state assets and taxpayer funds. We also thank GovDeals for hosting and tracking Surplus' online sales.

OMES Real Estate and Leasing Services offers all state agencies a wide range of real estate services. This month, our team worked with various agency partners to facilitate their real estate needs. Surplus property in Wilson
The Oklahoma Department of Corrections declared a property owned in Wilson, Oklahoma, as surplus, so REALS is assisting with disposal services and has secured an interlocal agreement for the property sale. The transfer will take place once closing occurs.
Sealed bid for Historical Society
REALS recently handled a sealed-bid auction for the Oklahoma Historical Society for an agricultural property lease in Ralston, Osage County, Oklahoma. The winning bidder secured a five-year lease, realizing $5,500 for the Historical Society.
Easement for DHS in Enid
REALS also recently handled an easement for a natural gas pipeline for the Department of Human Services on lands the agency owns in Enid. This was a renewal lease and realized $40,880 for the agency.

Executive Order 2024-29 and OFM
To aid in the statewide transition to in-person work, OFM would like to share the building welcome guides prepared by OMES Outreach. These guides detail each building's emergency procedures, provide restaurant options and menus, and highlight available parking throughout the Capitol Complex.
OFM is pleased to provide these resources for all OMES employees. Our facility managers are ready and available to assist however they can. If you don't know the facility manager at your building, a comprehensive service map is linked in the column to the right of this text.

Construction and Properties
CAP's collaboration with DEQ
This month, the Department of Environmental Quality and OMES Construction and Properties came together to discuss our agency's assistance in DEQ's years-long effort to remediate the superfund site known as Tar Creek. Located in northeast Oklahoma, the joint effort of our agencies marks a major step forward in removing the toxic contamination that has impacted Ottawa County for decades. Welcoming a new team member.
Tammara Bearden joins the CAP team with over 20 years of construction and insurance experience. An alumni of the University of Oklahoma and a licensed adjustor with the State of Oklahoma, Bearden brings a diverse skillset and knowledge base to the CAP team. She is also an army veteran who served in the Gulf War.
An avid traveler, Bearden has visited every continent except for Antarctica, but she hopes to come close to it by visiting the Drake Passage soon. We are excited to welcome Bearden to the CAP team as a roofing project specialist and look forward to the expertise she brings to our operations!
Active project updates
Jim Thorpe Building
Construction at the Jim Thorpe Building continues to make progress thanks to the hard work of our diligent teams. Mechanical ducting from the basement up to Level 5 is complete, with Level 6 close behind. Hydronic piping is nearing completion at all levels, and plumbing is nearing completion at all levels.
Preparations in the basement are sufficiently complete for major mechanical equipment installation to begin. Interior wall framing throughout the building is 95% complete, and insulation and drywall installation is near complete at all levels.
Fire suppression systems are 60% installed and the team has begun ceiling framing on levels 2 and 3. The basement's waterproof coating is complete and restoration of the building's limestone exterior is underway.
Our site utility contractor has made significant progress on fire and water utilities, and the storm drainage systems are 30% complete.
Overall, this project is on budget, and the team is exploring selections for betterments to be considered and approved by the oversight committee. Associated design work is in process. Completion of the project is scheduled for August 2026, and we are currently on schedule.

Employee spotlight
Genary Bolden - Federal Surplus Lead
This month, we would like to extend our gratitude to and recognize Federal Surplus Lead Genary Bolden. A devoted member of the Surplus team, Bolden exemplifies the CAM spirit of collaboration and excellence, and we are thankful for the work she does.
Bolden is an alum of Frederick Douglass High School and Central State University, and she holds a certificate in administrative secretary training from Wright Business School.
With over 20 years of dedicated service at OMES, Bolden has built a career grounded in commitment, growth and a passion for public service. Her journey with the state began in 2003 as a temporary employee, and within a year, she had earned a full-time role as an administrative assistant I. She went on to hold various positions in the ensuing years, including accountant, eligibility officer, P-card holder and new-hire trainer, before advancing to administrative programs officer in 2016.
Of her work in Surplus, her supervisor Sean Selby says, "Genary is truly a mainstay here at Surplus, seamlessly wearing multiple hats each day. Whether she’s fulfilling her responsibilities as the federal surplus lead, serving as a certified procurement officer (CPO) or managing accounting duties, Genary brings unwavering dedication and a can-do spirit to everything she does.
"Her commitment to the success of Surplus is evident not only in her exceptional work ethic but also in the meaningful relationships she has built over the years with fellow employees and donees alike. She’s the go-to person for support, insight and encouragement – and she’s always ready to step in wherever needed.
"As someone newer to the state, I’ve personally benefited from her guidance and generosity. She’s played a significant role in helping me grow professionally. And along the way, she shared a phrase that has stuck with me – one that perfectly captures her outlook and drive: 'Go be great.' It’s more than a quote; it’s a daily reminder and inspiration for us all."
Outside of her professional life, Bolden enjoys reading, watching movies and spending time with her family. She has been married to her spouse for 32 years, and she is also a mother to three sons and a loving grandmother to her spirited 6-year-old granddaughter.
