The CAM team believes in innovative problem-solving and adopting new approaches when we find that old techniques no longer serve us. Albert Einstein is thought to have said, “We cannot solve problems by using the same kind of thinking we used when we created them.” Widely considered a genius, Einstein's advice allows us to think about how our team creates pathways to success. 

This month, we've reached new milestones in our deferred maintenance program, rolled out new Fleet Management software that emphasizes integration, and more.

Deferred Maintenance Updates

Fiscal year 2025 is complete, and with that, the sun sets on the first year of OMES’ deferred maintenance plan. Over the past 365 days, our team has worked diligently to ensure that projects across the Capitol Complex were solicited, contracted and moved into the construction phase in the most efficient and cost-effective manner. While there were a few minor setbacks along the way, all planned projects were successful in meeting OMES’ goal of being under contract before the conclusion of the fiscal year.

The state Legislature appropriated $56.25 million to address necessary repairs to assets like machinery and infrastructure in state-owned buildings in FY 2025. To date, $47.4 million of these funds has been allocated, with the other $8.8 million in progress of being drawn down on projects currently entering the construction phase.

Completed projects include the variable frequency drives at the Agriculture Lab, the roof and mechanical room panel replacements at the Will Rogers Building, as well as the entryway replacements at the Oliver Hodge and M.C. Connors buildings. All other projects are currently under construction or will begin construction in the next few months upon the arrival of equipment and parts.

To create a more pleasant work environment for our tenants in state-owned buildings, we embark on a new fiscal year journey with a slate of new projects to accomplish. Tenants can peruse the plan for FY 2026 as our team begins the initial planning phase.

Surplus

Celebrating GovDeals Achievement

Surplus celebrated the landmark of achieving $10 million in sales on GovDeals with a recognition ceremony with our GovDeals partners. 

The award was commemorated with a trophy and plaque, and the Surplus team already has our sights set on ways to reach bigger landmarks with improved efficiency. 

Surplus credits this achievement to our team for seamlessly adopting our new processes and providing excellent customer service, our agency partners who work with us to safely dispose of state property, and our GovDeals partners for supporting our mission.


Saying goodbye to Marissa

This month, Surplus says goodbye to our State Surplus lead, Marissa Sockwell. Marissa has been with OMES for 13 years, and her dedication to the State of Oklahoma has been invaluable.

Marissa received her own award at our GovDeals ceremony to recognize her dedication over the past 13 years.

Employee appreciation day

OFM would like to take a moment to highlight our central maintenance team and thank them for their contributions on employee appreciation day, which took place on June 4. Not only did they oversee setup and teardown of the event, they also assisted in cooking lunch for OMES employees.

Fleet Management

Comdata integration with Fleetio and historical data

OMES is enhancing data synchronization by integrating Comdata fuel card information into Fleetio, our fleet management software. This integration will provide a comprehensive view of fuel usage and costs, improving tracking and budgeting accuracy. Additionally, efforts are underway to incorporate historical vehicle data into Fleetio, with a full dataset expected to be available by August. This will allow better long-term analysis and decision-making regarding fleet operations.

Enhanced rental process with Fleetster

To further optimize fleet management, OMES is excited to announce the implementation of Fleetster, a cutting-edge vehicle rental management system. This platform will streamline the process for agencies to rent vehicles when needed, reducing reliance on underutilized owned vehicles. Fleetster offers real-time availability tracking, automated reservation systems and detailed usage reports, ensuring a more flexible and cost-effective approach to meeting operational needs. M5 will sunset on June 30. Fleetster is currently being stood up replace it.


Executive Order 2025-03

As part of Governor Stitt’s commitment to reducing government waste and optimizing state resources, Executive Order 2025-03 directs OMES to oversee the overhaul of Oklahoma’s state vehicle fleet. The goal is to address the costly surplus of underutilized vehicles, ensure taxpayer dollars are used efficiently and maintain essential government functions.

OMES Fleet Management has completed the collection and review of vehicle usage data as mandated by EO 2025-03. Each state agency submitted detailed reports for vehicles under their control, and we thank you for your cooperation in meeting these reporting requirements.

Next steps: OMES Fleet Management Director Nathan Pumphrey has completed data analysis and identified vehicles that meet the EO's criteria for turn-in. These include underutilized vehicles that do not align with state statutes for efficient use. Agencies will receive individualized emails from the OMES Fleet Management director specifying which vehicles are required to be turned in.

Action required by agencies: Please carefully review the email from OMES Fleet Management to identify vehicles designated for turn-in. If you have questions or if any issues arise, please reach out to Jed Redeker.

Compliance deadline: Agencies must arrange for the surrender of identified vehicles to the designated OMES Fleet Management location by July 31. Instructions for the turn-in process, including locations and logistics, will be provided in the notification email.

Why this matters: EO 2025-03 builds on previous efforts like Executive Order 2020-4, which highlighted that Oklahoma’s fleet of over 9,000 vehicles included many underutilized assets. By reducing the fleet, we aim to lower maintenance costs, fuel expenses and administrative overhead, ultimately benefiting Oklahoma taxpayers.

Welcoming new team members

Caleb Cox

This month, we welcome Caleb Cox into the fold as an assistant construction project manager.

Cox is a strategic and detail-oriented construction professional and brings more than seven years of industry experience with him. His experience includes multifamily, residential and commercial projects, and his skills include organization, time management, planning and problem-solving. He additionally brings leadership skills from overseeing construction teams throughout all phases of the project life cycle.

Cox also specializes in mechanical, electrical and plumbing (MEP) and structural codes in Oklahoma City, Moore, Norman and Edmond.


Angela Tate

CAP is pleased to welcome Angela Tate to our team as an owner's representative and construction project manager. Tate has more than 20 years of combined industry experience through her work in construction, project management and commercial interior design.

The professional experience Tate brings with her spans high-value projects with globally recognized companies like Staples Inc. and Herman Miller. Most recently, she worked in Flagstaff, Arizona, managing a timber design for a bus transition project. Before that, she dedicated four years to the State of Arizona managing construction projects.  

Tate holds a Bachelor of Fine Arts from Syracuse University as well as dual masters degrees from Arizona State University. She is a certified project management professional and feels passionate about coaching and training others in the principles of project management and design.

Having relocated to Oklahoma in 2024, Tate considers herself a proud Oklahoman. Outside of work, she enjoys spending time with family and friends, gardening, hiking, road trips and off-road Jeeping. We welcome the skillset and range of professional qualities Tate brings to the CAP team, and we are excited to incorporate those qualities into our workflow.


Active project updates

Jim Thorpe Building

Progress at the Jim Thorpe Building has not slowed down this month as the team continues to make routine advancements in renovations. HVAC ducting and piping are nearly complete at all levels, and major mechanical equipment is expected to arrive by early July. Final preparations for this equipment are underway to allow for immediate installation on arrival.

All interior, structural steel work is in progress and being overseen by the steel erection contractor, and initial steps to establish full and permanent electrical power are underway. Fire suppression systems are 75% installed and ceiling framing is making progress on all levels. 

The crew's focus is beginning to shift toward preparing for multiple interior finishes, including plaster, marble, terrazzo, ceramic tile, carpeting and millwork. Progress continues with exterior limestone cleaning and restoration.

Parking lot improvements are under final design and anticipated for review and bidding in July. The overall project is on budget, and betterment selections approved by the oversight committee are awaiting pricing and purchase. Completion of the project is scheduled for August 2026; we are currently on schedule.  


Allen Wright Memorial Library

The OMES, Manhattan and REES teams have continued to meet and further develop the design of the Allen Wright Memorial Library. Final design presentation is currently on schedule.

Current open action items include final design development presentation to the OMES and ODL and presentation of the interior and exterior finishes to the OMES and ODL teams. Refinement and coordination of the archive relocation strategy with specialty library/archive consultants is ongoing.

The project schedule has the next deliverable as July 1 with a 50% progress submission. All teams are continuing to develop the documents for a final submission in August.


Central Printing and Interagency Mail

Imaging services available

We can convert your physical files into easily searchable digital copies to save you storage space and time searching for the right file. Digitization also protects your files from being damaged by fire, water or extreme weather. Mail metering

Did you know Interagency Mail provides a mail metering service? We can pick up outgoing USPS mail, apply postage and deliver it to the post office to be mailed. Using IAM for metering can save your agency money on meter leases, repairs and supplies, as well as time spent metering, ordering supplies and postage, and paying various invoices. The Corporation Commission recently made the decision to use IAM’s metering service. They determined that we would save them at least $18,000 a year in equipment costs, plus the time saved processing mail. Employee spotlight

Darin Brinson - Central Maintenance Administrator

This month, CAM is proud to dedicate our employee spotlight to Darin Brinson. Darin is the Central Maintenance administrator who oversees the central maintenance team for OFM. Darin is dedicated, responsive, approachable and possesses a heart for service. His leadership of the central maintenance team creates success for OMES and our agency partners across the board.

Darin oversaw the initial transition of OMES employees to full-time in-office work, and he continues to work with his team to prepare and maintain spaces for employees to succeed in their new work environments. Additionally, Darin maintains responsibility for overseeing upkeep of the historic Governor's Mansion.

Darin's supervisor, David John, says, "Darin is an integral part of the CAM Office of Facilities Management team. He oversees our central maintenance program taking care of issues throughout the Capitol Complex, including oversight of preventative maintenance on large HVAC equipment. He also coordinates and assesses construction projects that are performed in-house by our maintenance team. He is always willing to go above and beyond to ensure our tenant agency's missions can continue through quality facilities.

"On his off time, Darin is a father to four children who keep him very busy. In addition, he is an avid golfer who regularly participates in tournaments. He is also a member of Lodge 657 of The Benevolent and Protective Order of Elks. He has also won the OMES cornhole championship three years running. Finally, he is an avid outdoorsman participating in hunting and fishing as time allows."
