As 2025 comes to a close, OMES Capital Assets Management is reflecting on the great strides our division has made over the past year. In the December edition of the CAM Newsletter, we'll cover new initiatives from our division and important updates to keep in mind for 2026.

It has been an extraordinary year of progress for CAM. Throughout 2025, our team successfully modernized several key state facilities, enhanced fiscal transparency in state construction and maintenance projects, and implemented new initiatives that are reducing utility costs across the state’s portfolio. These milestones are a direct result of this division's expertise and commitment to ensuring Oklahoma’s public assets are managed with the highest level of integrity and efficiency.

On a personal note, I am deeply honored to now serve as the full-time CAM administrator after serving in an interim capacity since September. In this permanent capacity, my continued focus is ensuring we remain a responsive and reliable partner in your daily operations. Our success this year was made possible by the tireless dedication of our division employees, whose expertise ensures that the environments where Oklahomans work and seek services are safe, functional and fiscally responsible. I am deeply grateful for their commitment to excellence, which allows us to provide you with the highest level of support.

As we look toward 2026, we remain dedicated to evolving our services to meet your changing needs. We view our work as a partnership, and we are committed to building on the momentum of the past year to deliver even greater innovation and efficiency. 2025 Real Property Asset Report

The latest annual Real Property Asset Report is now complete. This comprehensive report provides a transparent, detailed look at the State of Oklahoma's significant real estate assets. The 2025 report is currently published on OMES CAM Real Estate and Leasing Services' (REALS) Reports webpage.

REALS relies on self-reported data from all state agencies, boards, commissions and public trusts. We sincerely thank all entities who contributed data to this year's report for their efforts.


Woodward, OK:

REALS is pleased to highlight the temporary partnership between Service Oklahoma and the Oklahoma Indigent Defense System (OIDS) that ensured a continuation of services during an unexpected crisis.

In a time of urgent need, OIDS generously opened its doors to Service Oklahoma, providing a temporary workspace during an emergency relocation. This collaborative effort allowed essential services to continue seamlessly and demonstrated the strong spirit of community and support between our agencies. We are grateful for this partnership and look forward to future collaborations.

Guymon, OK:

REALS commends the collaborative efforts of three key agencies: the Department of Rehabilitation Services, the Office of Juvenile Affairs and the Oklahoma Employment Security Commission, which are co-locating to the same facility to better serve their customers.

By sharing one space, these agencies are creating a seamless, one-stop hub for the public. This synergy not only enhances convenience and accessibility for Oklahomans but also promotes cost efficiency.

Together, these agencies are fostering a more integrated approach to service delivery, ultimately benefiting the community and strengthening state operations.

A notice regarding fleetster and daily rental operations

Fleet Daily Rentals, operated by the OMES CAM Fleet Management team, is now a fully automated, self-service system supported by an electronic key cabinet and software.

Moving forward, each customer will need to establish a PIN when they log in to fleetster in order to access their rental key. This PIN should be the same as the user's fuel PIN.

To rent a vehicle from Fleet:

  • Use the fleetster app on your phone or log in through the fleetster website. Single sign-on (SSO) is enabled, so state employees will only need to enter their email address. Those with state cellphones can access the app through the Company Portal.
  • Enter all required information to book the rental.
  • When submitted, you will receive an email confirmation of your booking.

Important reminder:

Make sure your rental times are accurate! Bookings will expire if not picked up three hours after the start time, and vehicles cannot be picked up until 15 minutes prior to the start time. Times can be adjusted and extended as needed in fleetster.

If the vehicle is not returned by the time the booking is scheduled to end, the rental must be extended.

Active project updates

The 45th Division National Guard Arch and Park

45th Division National Guard Arch and Park

Construction of the 45th Division National Guard Arch and Park, located south of the State Capitol, is steadily advancing. Crews have formed, prepped and poured the concrete foundation for the monument, completed the underground storm drainage system and finished approximately 90% of the underground electrical pathways. Work has now begun on the concrete walls that will form the interior structure of the arch itself. Next, concrete foundation work for the surrounding park area is slated to begin in January 2026.

Created by House Bill 4012 during the 2024 legislative session, the 45th Division National Guard Arch and Park aims to honor the bravery and sacrifice of Oklahoma’s National Guard service members and provide a dedicated space of reflection and remembrance for visitors to the Capitol.

Jim Thorpe Building

Renovation of the Jim Thorpe Office Building is progressing steadily, with exterior restoration nearing the finish line. Limestone cleaning is 95% complete, and reroofing enters its final stages with the installation of metal copings. On the grounds, new concrete structures are 70% finished, and earthwork has officially begun for the upcoming paving and site walks.

Electrical rough-ins and fire suppression systems are nearly complete, including the arrival and initial installation of the fire pump. Ceiling framing is 98% complete, drywall is being hung in lobbies and corridors, and acoustical grids are being installed on the lower levels. Restoration of historic plaster and marble is now 70% complete, while ceramic tiles, swing doors and millwork are all on-site or staged for immediate installation.

Design work for the Water Resources Board area is complete with a public bid set for January, and leasing discussions continue with the Tobacco Settlement Endowment Trust (TSET) for the remaining basement space. While the full project is scheduled for completion in August 2026, several key areas of the building are currently tracking ahead of schedule.
