Competitive Bid Exemption

Pursuant to Title 74 O.S. § 85.7. (A) (18), OMES Central Purchasing has established this website to publically post exemptions prior to award. Exemptions allow purchases without competitive bid where it is demonstrated to be in the best interest of the state. This type of purchase is an unsolicited offer exemption.

Suppliers are welcome to participate in the Unsolicited Offers process. If a supplier who can lower the purchase price of the current listed item, should call OMES Central Purchasing within three business days of the posting.
