2021 Insurance Premiums Set for Government Employees

OKLAHOMA CITY — The Office of Management and Enterprise Services approved premium rates for health, dental, life, disability and vision insurance products to be offered to state, education and many local government employees, retirees and dependents for 2021.

The rates were recommended by the Oklahoma Employees Insurance and Benefits Board and approved by OMES Director Steven Harpe.

The rates presented at today’s board meeting included no increase for HealthChoice Health plans offered to current employees and pre-Medicare retirees. The HealthChoice SilverScript High Option Medicare Supplement premiums will be $390.96, a 1.10% decrease, and the Low Option will be $324.10, a 1.10% increase.

The board’s actuary, Aon, notes the self-funded HealthChoice health insurance plans’ premium rate increases are outperforming national averages when considering rising healthcare costs. As a result of this and HealthChoice’s overall financial position, HealthChoice plans will observe no change in premium rates for current and pre-Medicare plans, and Medicare High Option supplement plans will observe a decrease in their rates.

Other HealthChoice rates include no increase for the HealthChoice Dental Plan; no increase in the HealthChoice Life Insurance Plan for active employees; a $0.40 per thousand dollars of coverage increase in the HealthChoice Retiree Life Insurance Plan; no increase in the HealthChoice Retiree Age-Rated Life Insurance Plan; a $0.20 per five hundred dollars of coverage increase in HealthChoice Retiree Dependent Life Insurance Plan; and no increase in the HealthChoice Disability Plan for 2021.

“Knowing how every dollar counts, especially during the COVID-19 pandemic, it is important to OMES that we can offer the best options for health care coverage at the lowest possible rates. OMES always has Oklahoma's public employees and their families at the core of our decision making,” said OMES Director Harpe.

Existing HMO and other Medicare option plans for plan year 2021 are Blue Cross Blue Shield of Oklahoma, CommunityCare and GlobalHealth. Additionally, Humana will again be available for Medicare eligible members.

For primary current employee members, Blue Cross and Blue Shield of Oklahoma will offer a premium of $593.50, a 6.00% increase; CommunityCare will offer a premium of $1,067.28, a 9.99% increase; and GlobalHealth will offer a premium of $799.92, a 12.55% increase.

For Medicare eligible members, Blue Cross Blue Shield of Oklahoma will offer a Medicare supplement premium of $363.88, a 0.04% decrease, and a Medicare Advantage plan with a premium of $238.10, a 15.75% decrease; CommunityCare will offer a premium of $228.82, a 0.05% increase; Generations by GlobalHealth will offer a premium of $206.00, a 4.63% decrease; and Humana will offer a premium of $224.72, at no increase.
