November 2019 GRF collections 3.9% above monthly estimate  

OKLAHOMA CITY — General Revenue Fund collections in November were $467.1 million and came in at $17.5 million, or 3.9%, above the monthly estimate. This amount is $35.0 million, or 7.0%, below collections in November of 2018. Total GRF collections over the first five months of fiscal year 2020 were $2,525.6 million, which is $37.2 million, or 1.5%, above the estimate, and $54.3 million, or 2.2%, above prior year collections for the same period.

“Monthly results were stronger than expected. Year-to-date collections remain above estimates; however, November marks the first month this fiscal year that both sales and use tax were below estimate,” said John Budd, director of the Office of Management and Enterprise Services. “Strong personal income tax collections offset the deficiency, but the continued weakness in sales and use tax is concerning. Combined with three-year lows in drilling activity, income tax resilience will be the driving factor for maintaining above estimate year-to-date collections.

“Fortunately, to this point, other revenue sources have offset the lower collections and our total year-to-date GRF collections are holding at 1.5% above the estimate."

Major tax categories in November contributed the following amounts to the GRF::

• Total income tax collections of $174.4 million were $38.6 million, or 28.4%, above the estimate and $56.5 million, or 48.0%, above the prior year.
  Individual income tax collections of $174.4 million were $41.7 million, or 31.5%, above the estimate and $56.5 million, or 48.0%, above the prior year.
  Corporate income tax collections were zero and estimated at $3.2 million. Prior year corporate income tax collections in November were zero.
• Sales tax collections of $157.1 million were $14.9 million, or 8.7%, below the estimate and $30.6 million, or 16.3%, below the prior year.
• Gross production tax collections of $57.9 million were $6.6 million, or 10.3%, below the estimate and $21.2 million, or 26.7%, below the prior year.
  Natural gas collections of $15.7 million were $22.4 million, or 58.8%, below the estimate and $18.4 million, or 54%, below the prior year.
  Oil collections of $42.3 million were $15.8 million, or 59.4%, above the estimate and $2.7 million, or 6.1%, below the prior year.
• Motor vehicle tax collections of $2.4 million were $0.6 million, or 35.3%, above the estimate and $13.6 million, or 84.8%, below the prior year.
• Other revenue collections of $75.2 million were $0.1 million, or 0.2%, below the estimate and $26.3 million, or 25.9%, below the prior year.

As state government’s main operating fund, the GRF is the key indicator of state government’s fiscal status and the predominant funding source for the annual appropriated state budget. GRF collections are revenues that remain for the appropriated state budget after rebates, refunds, other mandatory apportionments and after sales and use taxes are remitted back to municipalities. In contrast, gross collections, reported by the State Treasurer, are all revenues remitted to the Oklahoma Tax Commission.

Note on Individual Income Tax and Motor Vehicle Collections: Every month of fiscal year 2020, contributions to the GRF from individual income tax collections and motor vehicle collections will be impacted by changes made by HB1014XX allocating specific motor vehicle and motor fuels tax collections to the ROADS fund and offsetting the distribution from this GR source by an equal amount. This new process will not directly impact revenues, but will cause anomalies in the prior year comparisons presenting as an increase in individual income tax and a decrease in motor vehicle contributions. Additionally, for the first year of these changes, we will experience a disrupted collection pattern in both sources when compared to estimated revenues.
